(b)-(c); State Water Board Resolution <br />93-62). <br />74.A Liner Performance Demonstration for a Single Composite Liner (GLA, 2002) <br />was submitted to and approved by the Central Valley Water Board for final <br />determination of the existing base liner design. Future landfill modules shall have <br />an engineered alternative base and side slope outlined in Attachment E, which <br />is incorporated herein. <br />75.The Discharger submitted Construction Plans for the construction of new WMUs <br />at the Facility, specifically the Infill Expansion Area located within the proposed <br />WMU H unit and Future FU unit, which incorporate an engineered alternative, as <br />outlined in Finding 73. <br />76.The Discharger proposes to construct new Class II surface impoundments (WMU <br />F East and WMU F South, see Table 1) as needed to contain and evaporate <br />leachate from solid waste management units. An engineered alternative to the <br />prescriptive liner requirements of Title 27 is proposed for the Class II Surface <br />Impoundments. The engineered alternative is outlined in Attachment E. <br />77.The Discharger has adequately demonstrated that construction of a liner in <br />accordance with the Title 27 prescriptive standard is infeasible, as it would be <br />unreasonably and unnecessarily burdensome in comparison to the proposed <br />engineered alternative. The Discharger has further demonstrated that the <br />proposed engineered alternative(s), as described in Attachment E, are not only <br />consistent with the performance goals of the prescriptive standard, as described <br />above, and will afford at least equivalent water quality protections. <br />78.New WMUs will incorporate the LCRS described in further detail on Attachment <br />E. The proposed LCRS comply with Title 27 prescriptive standards (see Title 27, <br />sec. 20340). Collected leachate is either recirculated to composite-lined landfill <br />units or discharged to one of the on-site Class II impoundments. Recirculated <br />leachate may be discharged by spraying from a tanker truck or by subsurface <br />injection. <br />79.The unsaturated zone monitoring system for future modules shall be <br />implemented in accordance with the operative MRP. <br />80.Pan lysimeters will be installed beneath the LCRS sump in each new landfill <br />cell/module for the purpose of vadose zone monitoring. The designs for pan <br />lysimeters are described in Attachment E. <br />81.The Discharger proposed to install an intermediate liner where modules are <br />constructed over the existing Class III waste disposal area.
