DRAFT [TENTATIVE] WASTE DISCHARGE REQUIREMENTS ORDER R5-2023-00XX 48 <br />FORWARD, INC. <br />FORWARD LANDFILL <br />SAN JOAQUIN COUNTY <br />the compost facility shall be regulated by WQ 2020-0012-DWQ NOA <br />dated DD MM 2023. <br />13.Cannery rinsate mud discharged for air drying on a clay pad constructed <br />over a lined WMU shall be dried and moved to an active WMU within five <br />days. The dried wastes (liquid and solid) will be disked approximately 4- to <br />6-inches into the ground. Rapid evaporation prevents anaerobic odors and <br />interrupts the life cycle of vectors (flies). Excess cannery rinsate water <br />may be discharged into Class II surface impoundment WMU F West, <br />WMU F North, and future surface impoundments as prescribed in an <br />approved surface impoundment operations and maintenance plan. <br />C. Facility Specifications—The Discharger shall comply with all Standard Facility <br />Specifications (SPRRs, section E) which are incorporated herein. <br />1. The Discharger shall maintain a 50-foot setback between LAAs and all <br />water bodies. <br />2. LAAs shall be at least 1,000 feet from a domestic water supply well. <br />3. Staging or storage of food processing residuals on the ground in any area <br />not equipped with the means to prevent leachate infiltration is prohibited. <br />4. Irrigation tail water or storm water runoff from the LAA shall not enter any <br />surface water drainage course or storm water drainage system. <br />5.Water in Surface Impoundments shall contain at least 1.0 mg/L Dissolved <br />Oxygen. <br />6. The minimum freeboard on October 15 of each year shall be 4.74 feet for <br />WMU F North and 5.53 feet for WMU F West. <br />7. The Discharger shall develop and implement an approved operations and <br />maintenance plan for the Class II surface impoundments at the site as <br />required under Title 27 section 21760 subd.(b). At a minimum, the plan <br />shall address: <br />a.expected flows and liquids balance calculations; <br />b.expected waste types and commingling; <br />c.contingency plans in the event of facility breakdown or failure; <br />d.seasonality issues; <br />e.inspection and maintenance programs;
