DRAFT [TENTATIVE] WASTE DISCHARGE REQUIREMENTS ORDER R5-2023-00XX 49 <br />FORWARD, INC. <br />FORWARD LANDFILL <br />SAN JOAQUIN COUNTY <br />f.LCRS to be tested at least annually (see SPRR E.14); and <br />g.other information relevant to impoundment operations and <br />maintenance that could potentially affect water quality. <br />8.Solids that accumulate in the Class II surface impoundment if any shall be <br />periodically removed to maintain minimum freeboard requirements. Prior <br />to removal of these solids, sufficient samples shall be taken for their <br />characterization and classification pursuant to Title 27 sections 20200- <br />20230. The rationale for the sampling protocol used, the results of this <br />sampling, and a rationale for classification of the solids shall be submitted <br />to Central Valley Water Board staff for review before the discharge of the <br />solids. <br />D. Unit Construction Specifications—Except as otherwise expressly directed <br />below, the Discharger shall comply with all Standard Construction Specifications <br />and Standard Storm Water Provisions (SPRRs, sections D, L), which are <br />incorporated herein, as well as the following. <br />1. Except as authorized in Section D.2, the Discharger shall not commence <br />liner construction (other than preparatory earthmoving and grading) until <br />the Central Valley Water Board has approved in writing all necessary <br />construction plans, specifications and construction quality assurance plans <br />related to the new liner(s). <br />2. Base liners and slope liners for new WMUs listed in Finding 74 and <br />Section B.1 shall be constructed according to specifications in <br />Attachment E. <br />3. The Discharger shall not implement changes to approved liner designs in <br />Attachment E until the Central Valley Water Board approves of the <br />proposed changes in writing, provided that the proposed changes: <br />a.Previously approved components are not eliminated; <br />b.The engineering properties of previously approved components are <br />not substantially reduced; and
