DRAFT [TENTATIVE] WASTE DISCHARGE REQUIREMENTS ORDER R5-2023-00XX 75 <br />FORWARD, INC. <br />FORWARD LANDFILL <br />SAN JOAQUIN COUNTY <br />STANDARD PROVISIONS & REPORTING REQUIREMENTS <br />12.The Discharger shall maintain the depth of the fluid in the sump of each <br />landfill unit at the minimum needed for efficient pump operation (the depth <br />at which the pump turns on given the pump intake height and maximum <br />pump cycle frequency). <br />13.The depth of fluid on the landfill liner shall not exceed 30 centimeters <br />(cm) [40 C.F.R. § 258.40(a)(2)]. This regulation is interpreted by the <br />Central Valley Water Board to exclude the leachate sump. The Discharger <br />shall immediately notify the Central Valley Water Board staff by <br />telephone, and follow up in writing within seven days if monitoring reveals <br />that the depth of fluid on any portion of the liner (excluding the sump) <br />exceeds 30 cm (approximately 12 inches). The written notification shall <br />include a timetable for remedial or corrective action necessary to achieve <br />compliance with the leachate depth limitation. <br />14.Each LCRS shall be tested at least annually to demonstrate proper <br />operation. The results of the tests shall be compared with earlier tests <br />made under comparable conditions [Title 27, § 20340(d)]. <br />15.The Discharger shall maintain a Storm Water Pollution Prevention Plan <br />and Monitoring Program and Reporting Requirements in accordance with <br />State Water Board Order No. 2014-0057-DWQ (Industrial General Permit) <br />or most recent general industrial storm water permit), or retain all storm <br />water on-site. <br />16.Internal site drainage from surface or subsurface sources shall not contact <br />or percolate through wastes. <br />17.New MSW landfill units or lateral expansions of existing units shall not be <br />sited in a “wetland” [as defined in 40 C.F.R. § 232.29(r)] unless there is no <br />practical alternative; steps have been taken to assure no net loss of <br />wetland; the landfill unit will not degrade the wetland; the unit will not <br />jeopardize threatened or endangered species or produce adverse <br />modification of a critical habitat or violate any requirement of the Marine <br />Protection, Research, and Sanctuaries Act of 1972 [40 C.F.R. § 258.12]. <br />F.Standard Construction Specifications <br />1.The Discharger shall submit for review and approval at least 90 days prior <br />to proposed construction, design plans and specifications for new landfill <br />modules that include the following: <br />a.Detailed construction drawings showing all required liner system <br />components, the LCRS, leachate sump, unsaturated zone
