DRAFT [TENTATIVE] WASTE DISCHARGE REQUIREMENTS ORDER R5-2023-00XX 76 <br />FORWARD, INC. <br />FORWARD LANDFILL <br />SAN JOAQUIN COUNTY <br />STANDARD PROVISIONS & REPORTING REQUIREMENTS <br />monitoring system, any proposed landfill gas monitoring and <br />extraction points, and access to the LCRS for required annual <br />testing. <br />b.A Construction Quality Assurance (CQA) Plan prepared by a <br />California-registered civil engineer or certified engineering <br />geologist, and that meets the requirements of Title 27, section <br />20324. <br />c.A geotechnical evaluation of the area soils, evaluating their use as <br />the base layer or reference to the location of this information in the <br />ROWD/JTD [Title 27, § 21750(f)(4)]. <br />d.Information about the seismic design of the proposed new module <br />(or reference to the location of this information in the ROWD/JTD) <br />in accordance with Title 27, section 20370. <br />e.A revised water quality monitoring plan for groundwater detection <br />monitoring (or information showing the existing plan is adequate) in <br />accordance with Title 27, section 20415. <br />f.An Operation Plan (or reference to the location of this information in <br />the ROWD/JTD) meeting the requirements of Title 27, section <br />21760(b). <br />2.All containment structures shall be designed by, and construction shall be <br />supervised by, a California registered civil engineer or a certified <br />engineering geologist, and shall be certified by that individual as meeting <br />the prescriptive standards, or approved engineered alternative design, in <br />accordance with this Order prior to waste discharge. <br />3.The Discharger shall not proceed with construction until the construction <br />plans, specifications, and all applicable construction quality assurance <br />plans have been approved. Waste management units shall receive a final <br />inspection and approval of the construction by Central Valley Water Board <br />staff before use of the unit commences [Title 27, § 20310(e)]. <br />4.Any report, or any amendment or revision of a report, that proposes a <br />design or design change that might affect a waste management unit’s <br />containment features or monitoring systems shall be approved by a <br />California registered civil engineer or a certified engineering geologist <br />[Title 27, § 21710(d)].
