AND REPUBLIC SERVICES, FORWARD <br />LANDFILL, SAN JOAQUIN COUNTY <br /> <br />Forward Inc., a subsidiary of Republic Services (Discharger) owns and operates the Forward <br />Landfill in San Joaquin County. Waste disposal operations, landfill closure, implementation of <br />corrective actions and groundwater remediation at the Forward Landfill is regulated by Waste <br />Discharge Requirements (WDRs) Order R5-2003-0080, R5-2014-0006 and Cleanup and <br />Abatement Order (CAO) R5-2017-0703. <br /> <br />On 29 September 2023, Forward Inc. notified Board staff (via-email) that several volatile organic <br />compounds (VOC’s) had been detected in groundwater samples collected in groundwater <br />monitoring well AMW-56 on 29 June 2023. Biweekly sampling of the well during July, August, <br />and September confirmed the presence of VOCs. The e-mail contained a tabulated list of VOCs <br />detected during the sampling events, see below. For comparison, the concentration limit for <br />volatile organic compounds in the WDRs is set at non-detect. Any concentration above the limit <br />is a violation of the WDRs. <br /> <br />The detections of multiple VOCs in the groundwater monitoring device indicates that there has <br />been a release from one or more of the waste management units at the Forward Landfill. The <br />failure to immediately notify the Regional Board verbally of the release and provide written <br />notification within 7 days is a violation of §20420 of Title-27.
