Forward Landfill WMU FU-23 02300 25 EARTHWORK

1. All synthetic materials underlying the Protective Operations Layer will be
inspected and approved by the QA/QC CONSULTANT prior to placement
of soil material.
2. Deposit material in lifts not less than 12-inches in depth (after compaction).
Do not operate placement equipment over the underlying GDM and
geotextile with less than 12-inches of Protective Operations Layer in place.
3. Protective Operations Layer shall be placed in continuous and
approximately horizontal lifts for their full length and width using track-
type dozers unless otherwise specifically permitted by the DESIGN
ENGINEER or QA/QC CONSULTANT.
4. Method of dumping and spreading materials shall ensure uniform
distribution of the material.
5. No discing, ripping, or other mixing of the soil will be permitted within
12 inches of synthetic materials.

C. Compaction Requirements: Compact using a minimum of two passes of a track-
type dozer unless otherwise approved by the QA/QC CONSULTANT or
DESIGN ENGINEER prior to the start of Work. Approval does not absolve the
EARTHWORK CONTRACTOR of responsibilities for damage to the underlying
geomembrane lining and geotextile, at EARTHWORK CONTRACTOR's sole
expense.

D. Quality Control:

1. Particle Size Tests: Particle size tests may be performed by the QA/QC
CONSULTANT on the Protective Operations Layer. If particle size does
not meet specifications, terminate placement and take corrective action prior
to continuing placement.

E. Protective Operations Layer Acceptance:

1. Final acceptance of the Protective Operations Layer will be based on tests
made on completed Work on samples taken from the completed layer, on
leak location testing and repair, and on thickness as determined by surveys
of the top of GDM and Protective Operations Layers. Testing for final
acceptance shall be performed by the QA/QC CONSULTANT in
accordance with these Specifications and the CQA Manual.

3.14 GENERAL EARTHFILL

A. Place material in minimum 8-inch lifts and compact each lift to minimum 90
percent relative compaction and within 3 percent of optimum moisture content
(ASTM D1557).

B. Do not attempt to compact general earthfill that contains excessive moisture.
Aerate material by blading, discing, harrowing, or other methods, to hasten drying
process.
