Forward, Inc. - 3 - 6 November 2023
Forward Landfill
100% passing the 3/8‐inch sieve. The design engineer approved the
placement.
• The approved specification for testing frequency of clay earthfill material used
for the termination berm was 1 test per 250 cubic yards of material. The
design engineer determined that given the volume of the clay earthfill that the
testing frequency allows for a modification of 1 test per 2,500 cubic yards of
material.
During the review process, Central Valley Water Board staff noted a few minor
reference issues with the tables in the main body of the report. On 1 November 2023,
Lewis Engineering submitted Final Construction Quality Assurance Report WMU FU-23:
Revision 1 (CQA Report Rev 1).
The CQA Report Rev 1 for WMU FU-23 includes a certification by the project CQA
contractors from GLA that WMU FU-23 was constructed in accordance with approved
construction drawings, specifications, and CQA plan, and is in conformance with Title
40, Subtitle D and Title 27.
Based on the above certification and the information in the report, including design
modification and design firm approved variations, Central Valley Water Board staff
concur that WMU FU-23 was constructed in accordance with Title 27, and the
Discharger may therefore initiate waste disposal operations in the new fill area
consistent with the WDRs.
If you have any questions regarding this correspondence, please contact Stephani Gisi
at stephani.gisi@waterboards.ca.gov or Brad Shelton at
brad.shelton@waterboards.ca.gov.
Sincerely,

Brad Shelton, P.G.
Senior Engineering Geologist
Title 27 Permitting and Mining Unit

cc: Howard Hold, Central Valley Regional Water Board, Rancho Cordova
Brendan Kenny, Central Valley Regional Water Board, Rancho Cordova
Stephani Gisi, Central Valley Regional Water Board, Rancho Cordova
Natalia Subbotnikova, San Joaquin County Environmental Health Department,
Stockton
Benjamin Wade, Area Manager, Republic Services Inc.
Sangeeta Lewis, Lewis Engineering, Piedmont
