Austin Road <br />Manteca, CA 95336 <br />Landfill]] P: (209) 982-4298 <br />F: (209) 982-1009 <br />Mr. Brendan Kenny <br />Engineering Geologist <br />Central Valley Regional Water Quality Control Board <br />11020 Sun Center Drive, Suite 200 <br />Rancho Cordova, CA 95670 <br />April 14, 2023 <br />RE: Forward Landfill — Quarterly Corrective Action Progress Report <br />Dear Mr. Kenny: <br />In accordance with Task 9.a of the April 10, 2017 Cleanup and Abatement Oder (CAO) R5-2017-0703 issued by the <br />California Regional Water Quality Board — Central Valley Region (CVRWQCB), Forward, Incorporated (Forward, Inc.) <br />is pleased to submit this Quarterly Corrective Action Progress Report for the Forward Landfill. <br />During the first quarter 2023 monitoring period, no volatile organic compounds (VOCs) were detected in effluent <br />above the practical quantitation limit (PQL); and the groundwater treatment system (GWTS) operated in compliance <br />with WDR Order R5-2003-0080. The GWTS extracted and treated approximately 33,492,551 gallons of groundwater <br />and removed approximately 0.58 pounds of VOCs during the reporting period. The landfill gas collection and <br />destruction system operated continuously with minimal downtime. The instantaneous total flow rate of LFG on <br />March 17, 2023 was 1,402 standard cubic feet per minute (scfm) at the LFGEF facility, 1,510 scfm at Flare A-1, and <br />1,510 scfm at Flare A-2. Probes GP -10D, GP -10M, GP -105, GP -11D, GP -111M, GP -115, and GP -12D had exceedances <br />of methane greater than one percent. In addition, probes GP -10D, GP -10M, GP -105, GP -11D, GP -11M, GP -11S and <br />GP -12D had VOC concentrations above 10 parts per billion (ppb). As recorded in Table 1, VOCs were detected at <br />concentrations ranging from 400 ppb in GP -10M, GP -11M, and GP -12D to 3,700 ppb in GP -11D. <br />In addition, and as previously requested, Forward, Inc. requests a change to the submittal date for the Quarterly <br />Corrective Action Reports from the 15th day following the end of the quarter to the 30th day (for example, July 30th <br />as opposed to July 15th). This will allow sufficient time for our contractors to tabulate data and coordinate report <br />preparation. <br />I certify under penalty of law, that I have personally examined and am familiar with the information submitted in <br />this document and all attachments, and that based on my inquiry of those individuals immediately responsible for <br />obtaining this information, I believe that the information is true, accurate, and complete.
