The percentages diverted and landfilled are estimated based upon <br /> observation but lack any foundational basis given the absence of any hard data. This applies to <br /> both past and future data as the bulk of these categories have no real means of measurement. <br /> The components that are expected to be impacted due to SB1383 are highlighted. Assuming that <br /> food waste diversion is successfully implemented in the residential and commercial sectors the <br /> percentage of organics landfilled is expected to decrease by about 6%. However,this is unlikely <br /> to offset the growth in packaging(paper and plastic)that currently dominates the waste stream. <br /> Timing of any organics reduction impacts is expected to be spread over the next 3-5 years. <br /> 3 Daily and intermediate Cover and Beneficial Use <br /> The north County Landfill is only partially built and as such all cover on the site is either Daily or <br /> intermediate cover. Construction of final cover is planned to be done in conjunction with the <br /> excavation and construction of future modules. <br /> The phasing of construction of final cover along with the associated life time of the existing <br /> intermediate cover is shown in Appendix A. <br /> Intermediate cover is currently maintained by a combination of soil cover and vegetation to <br /> reduce erosion. All surfaces are graded to insure positive drainage. Benches and drainage <br /> facilities are installed and maintained to remove the bulk of runoff safely from the surface.
