STATE WATER RESOURCES CONTROL BOARD - 16 - <br /> ORDER <br /> 16 - <br /> ORDER WQ 2014-0153-DWQ <br /> GENERAL WASTE DISCHARGE REQUIREMENTS <br /> FOR SMALL DOMESTIC WASTEWATER TREATMENT SYSTEMS <br /> B. Requirements by Wastewater System Type <br /> 1. All Wastewater Systems <br /> a. The Discharger shall not discharge wastewater in excess of the flow limit(s) <br /> specified in the NOA. In no case shall the flow rate of wastewater discharged to <br /> the headworks exceed 100,000 gpd as a monthly average. Headworks are <br /> defined as the facilities where wastewater enters a wastewater treatment plant. <br /> Headworks may include bar screens, comminutors, a wet well, and pumps. <br /> Dischargers that store wastewater and apply it to an LAA during irrigation season <br /> may land apply more than 100,000 gallons per day of treated wastewater to an <br /> LAA during the irrigation season as allowed by the NOA. <br /> b. Treatment and disposal of wastewater must demonstrate BPTC for domestic <br /> wastewater. BPTC shall be demonstrated by compliance with all of the following: <br /> i. Compliance with this General Order. <br /> ii. Compliance with effluent limitations included in this General Order. <br /> iii. Compliance with the NOA, which will specify the following (at a minimum): <br /> 1. Site-specific flow limit(s). <br /> 2. Site-specific wastewater system treatment and disposal methods <br /> provided in Section B.2 through B.8 of this General Order. <br /> 3. Applicable Basin Plan groundwater and/or surface water limitations in <br /> addition to those provided in Section C of this General Order. <br /> 4. Applicable effluent limitations from Section D of this General Order. <br /> For flow rates greater than 20,000 gpd, the discharge must be <br /> evaluated as described in Attachment 1 to determine if nitrogen <br /> effluent limits are required. <br /> 5. Requirements for operation of the wastewater treatment system and <br /> disinfection requirements provided by the DDW approved title 22 <br /> Engineering Report. <br /> 6. Water quality related mitigation measures from an approved site- <br /> specific CEQA document (if one is prepared). <br /> c. Wastewater systems located within the geographic areal of an APMP are not <br /> eligible for coverage under this General Order unless the Regional Water Board's <br /> Executive Officer determines the discharge is acceptable based on site-specific <br /> conditions, the level of wastewater treatment, and/or TMDL implementation plan <br /> requirements. <br /> 7 The geographic area of an APMP is established (in order of hierarchy) by an approved TMDL, an approved <br /> local agency defined APMP, or 600 feet from the water bodies listed on Table 5 or Table 6 of OWTS Policy <br /> Attachment 2. <br /> September 23, 2014 <br />
