STATE WATER RESOURCES CONTROL BOARD - 17 - <br /> ORDER <br /> 17 - <br /> ORDER WQ 2014-0153-DWQ <br /> GENERAL WASTE DISCHARGE REQUIREMENTS <br /> FOR SMALL DOMESTIC WASTEWATER TREATMENT SYSTEMS <br /> d. The siting, design, construction, operation, maintenance, and monitoring of the <br /> wastewater system shall comply with the requirements of the applicable Regional <br /> Water Board's Basin Plan. <br /> e. Nuisance odors shall not be perceivable beyond the property line of the <br /> wastewater treatment facility. <br /> f. Public contact with wastewater shall be deterred through such means as fences, <br /> signs, and other acceptable alternatives. <br /> g. For systems with a design flow rate greater than 3,500 gpd, the technical report <br /> required as part of the ROWD shall be prepared by a California licensed <br /> professional civil engineer. For systems with a design flow rate less than <br /> 3,500 gpd, the technical report shall be prepared by a California licensed <br /> professional engineer or other appropriately licensed professional (e.g., a <br /> California licensed professional geologist or California registered environmental <br /> health specialist). <br /> h. For new or expanding Small Domestic Systems within or nearby the boundaries of <br /> a centralized wastewater district or regional service area, the Discharger must <br /> demonstrate a good faith effort to connect to the centralized system when feasible <br /> and practicable, and provide evidence that connection to the system was not <br /> approved. <br /> i. A Regional Water Board Executive Officer may require additional investigations or <br /> monitoring to demonstrate beneficial uses of water are protected and <br /> antidegradation requirements are satisfied. Acceptable methods may include, but <br /> not be limited to, evaluation of the wastewater system's treatment performance, <br /> groundwater monitoring, or additional sampling to characterize the wastewater <br /> discharge. <br /> j. The Discharger shall comply with any water quality related mitigation measures <br /> adopted in a CEQA document addressing the facility. <br /> k. When producing or using recycled water, the Discharger shall comply with the <br /> provisions of the DDW approved title 22 Engineering Report. <br /> I. The Discharger shall comply with the setbacks described in Table 3. However, <br /> some existing sites may not comply with the setbacks provided herein. Such <br /> noncomplying sites may be permitted under this General Order if nuisance <br /> conditions do not result from the noncompliance. Expansion of a noncomplying <br /> wastewater system shall trigger further evaluation of the setbacks. In some cases, <br /> more than one setback standard exists. The following procedure shall be <br /> implemented when determining the appropriate setback: <br /> i. When the setback requirement comes from title 22, approval of a variance <br /> must be obtained from DDW. <br /> September 23, 2014 <br />
