STATE WATER RESOURCES CONTROL BOARD -22 - <br /> ORDER <br /> 22 - <br /> ORDER WQ 2014-0153-DWQ <br /> GENERAL WASTE DISCHARGE REQUIREMENTS <br /> FOR SMALL DOMESTIC WASTEWATER TREATMENT SYSTEMS <br /> include the date, nature of service, service company name, and service company <br /> state contractor license number. <br /> Health and Safety Code sections 117400 - 117450 require septic tank pumping to <br /> be registered by the jurisdiction where work is performed. Such service providers <br /> may be exempt from the state contractor's licensing requirements if meeting the <br /> exceptions described in the Business & Professions Code section 7044 and/or <br /> 7048. <br /> d. Owners and/or operators of wastewater systems that accept wastes from RVs or <br /> other mobile waste systems must ensure that such wastes do not deleteriously <br /> affect the wastewater system or adversely affect beneficial uses of groundwater <br /> with holding tank additives that may contain, among other chemicals, <br /> formaldehyde, zinc, and/or phenol. <br /> Use of holding tank chemicals shall be discouraged by the wastewater system <br /> owner/operator. Education of visitors can be accomplished by providing an <br /> information sheet upon check-in. Information on holding tank chemicals is <br /> provided in Attachment B2. The sale or provision of such additives by the <br /> Discharger to operators of RVs served by the Discharger's wastewater facility may <br /> be determined to be evidence of noncompliance with this section. <br /> e. Aerobic treatment units shall be pumped when any one of the following conditions <br /> exists : <br /> i. The combined thickness of sludge and scum exceeds one-third of the tank <br /> depth of the final settling tank or interferes with the operation of the system <br /> (mixed liquor aerator solids shall not exceed the manufacturer's <br /> recommendation). <br /> ii. The scum layer is within 3 inches of the outlet device. <br /> iii. The sludge layer is within 8 inches of the outlet device. <br /> f. Septic tanks (a septic tank may be used as a pretreatment step to minimize the <br /> amount of solids discharged to an aerobic treatment unit) shall be pumped when <br /> any one of the following conditions exists: <br /> i. The combined thickness of sludge and scum exceeds one-third of the tank <br /> depth of the first compartment. <br /> ii. The scum layer is within 3 inches of the outlet device. <br /> iii. The sludge layer is within 8 inches of the outlet device. <br /> g. Septage is the liquid, solid, and semisolid material that results from wastewater <br /> treatment in a septic tank, which must be pumped, hauled, treated, and disposed <br /> $ When the activated sludge in an aeration tank is mixed with primary effluent or raw wastewater and return <br /> sludge, this mixture is referred to as mixed liquor when it is in the aeration tank. <br /> September 23, 2014 <br />
