STATE WATER RESOURCES CONTROL BOARD - 23 - <br /> ORDER <br /> 23 - <br /> ORDER WQ 2014-0153-DWQ <br /> GENERAL WASTE DISCHARGE REQUIREMENTS <br /> FOR SMALL DOMESTIC WASTEWATER TREATMENT SYSTEMS <br /> of properly. (40 C.F.R. § 503.) Septage disposal shall only be to a legal disposal <br /> site that has been issued WDRs by a Regional Water Board allowing septage <br /> disposal. Septage shall be handled in such a manner as to prevent its reaching <br /> surface waters or watercourses. <br /> 4. Activated Sludge Systems <br /> a. Within 90 days of the issuance of an NOA, the Discharger shall submit a Sludge <br /> Management Plan consistent with the requirements of Provision E.1.c of this <br /> General Order. The Discharger must obtain written approval from the Regional <br /> Water Board's Executive Officer prior to any disposal of sludge. The Executive <br /> Officer shall be notified of any changes in an approved Sludge Management Plan <br /> at least 90 days in advance of the proposed change. <br /> b. Modifications to a Sludge Management Plan deemed part of an emergency action <br /> shall be noticed to the Regional Water Board's Executive Officer within five days <br /> of disposal with a rationale for the emergency modification. <br /> 5. Pond Systems <br /> a. Sufficient freeboard shall be maintained at all times in ponds to provide adequate <br /> storage capacity and prevent wastewater spills. Freeboard shall be measured <br /> vertically from the lowest elevation of the pond berm to the pond water surface. If <br /> freeboard is less than one foot, the discharger shall immediately implement the <br /> contingency plan contained in the Spill Prevention and Emergency Response Plan <br /> (Provision E.1.a). <br /> b. Pond systems shall have sufficient capacity to accommodate wastewater, design <br /> seasonal precipitation, ancillary 1/1, and wind driven waves. Design seasonal <br /> precipitation shall be based on the following precipitation criteria: <br /> i. If wastewater spills do not occur, existing pond systems may continue to <br /> operate at their present size if they are covered under individual WDRs, a <br /> general order issued by a Regional Water Board, or by WQO 97-10-DWQ. <br /> If wastewater spills do occur, the Executive Officer may require the pond <br /> size requirement to be consistent with the specification defined in Pond <br /> Systems 5.b.ii (below). <br /> ii. For new or expanding pond systems covered under this General Order, <br /> seasonal precipitation used in the pond sizing water balance calculations <br /> shall be based on the following: <br /> a. The 100-year return annual total precipitation value distributed monthly <br /> in accordance with average (mean) precipitation values. The <br /> calculations shall demonstrate adequate capacity to maintain two feet <br /> of freeboard in the pond(s). <br /> b. The Executive Officer may allow a lower standard for the return annual <br /> total precipitation value, with approval of a technical report describing <br /> how operation of the wastewater system will not result in wastewater <br /> spills.
