STATE WATER RESOURCES CONTROL BOARD - 32 - <br /> ORDER <br /> 32 - <br /> ORDER WQ 2014-0153-DWQ <br /> GENERAL WASTE DISCHARGE REQUIREMENTS <br /> FOR SMALL DOMESTIC WASTEWATER TREATMENT SYSTEMS <br /> e. This General Order does not relieve the Discharger from responsibility to obtain <br /> other necessary local, state, or federal permits to construct facilities necessary <br /> for compliance with this General Order, nor does this General Order prevent <br /> imposition of additional standards, requirements, or conditions by any other <br /> agency. <br /> f. The prohibitions, requirements, limitations, and provisions of this General Order <br /> are severable. If any provision of this General Order is held invalid, the <br /> remainder of this General Order shall not be affected. <br /> g. To the maximum extent possible, the wastewater system shall be sited and/or <br /> designed to prevent flood or surface water from inundating wastewater ponds or <br /> otherwise render the wastewater system inoperable. For design purposes, the <br /> most recent Federal Emergency Management Agency (FEMA) approved <br /> 100-year base flood elevations shall be used. <br /> h. The Discharger shall ensure that all site operating personnel are familiar with <br /> the contents of the wastewater system NOA, this General Order, and the title 22 <br /> Engineering Report (for recycled water uses when applicable). A copy of this <br /> General Order, the NOA, and technical reports required by this General Order <br /> (not including previously submitted monitoring reports) shall be kept at the <br /> wastewater treatment facility for reference by operating personnel. <br /> i. Access to the wastewater system shall be limited to authorized persons. <br /> j. The Discharger shall comply with all of the conditions of this General Order. <br /> Any noncompliance with this General Order constitutes a violation of the Porter- <br /> Cologne Water Quality Control Act and/or appropriate Regional Water Board's <br /> Basin Plan and may be grounds for an enforcement action. <br /> k. Wastewater facilities shall be supervised and operated by persons possessing <br /> a wastewater treatment operator certificate of the appropriate grade. (Cal. <br /> Code Regs., tit. 23, div. 3, ch. 26.) The definition of wastewater treatment plant <br /> in the wastewater treatment plant classification, operator certification, and <br /> contract operator registration regulations excludes treatment systems that use <br /> subsurface disposal. <br /> I. The State Water Board will review this General Order periodically and will <br /> revise requirements when necessary. <br /> m. After notice and opportunity for a hearing, coverage of this General Order may <br /> be terminated or modified for cause including, but not limited to, any of the <br /> following: <br /> i. Violation of any of the terms or conditions contained in this General <br /> Order. <br /> ii. Obtaining this General Order by misrepresentation, or failure to disclose <br /> fully all relevant facts. <br /> iii. A change in any condition that results in either a temporary or permanent <br /> need to reduce or eliminate the authorized discharge. <br /> September 23, 2014 <br />
