STATE WATER RESOURCES CONTROL BOARD - 33 - <br /> ORDER <br /> 33 - <br /> ORDER WQ 2014-0153-DWQ <br /> GENERAL WASTE DISCHARGE REQUIREMENTS <br /> FOR SMALL DOMESTIC WASTEWATER TREATMENT SYSTEMS <br /> iv. A material change in the character, location, or volume of discharge. <br /> n. Before making a material change in the character, location, or volume of <br /> discharge, the Discharger shall notify the Regional Water Board Executive <br /> Officer. A material change includes, but is not limited to, any of the following: <br /> i. An increase in area or depth used for waste disposal beyond that <br /> specified in the NOA. <br /> ii. A significant change in disposal method, location, or volume (e.g., <br /> change from land application to percolation pond). <br /> The Regional Water Board's Executive Officer may require that an ROWD be <br /> submitted. <br /> o. At least 90 days prior to termination or expiration of any lease, contract, or <br /> agreement involving disposal or recycling areas or off-site reuse of effluent, <br /> used to justify the capacity authorized herein and assure compliance with this <br /> General Order, the Discharger shall notify the Regional Water Board's <br /> Executive Officer in writing of the situation and of what measures have been <br /> taken or are being taken to assure full compliance with this General Order and <br /> the NOA. <br /> p. Except for material determined to be confidential in accordance with California <br /> law, all reports prepared in accordance with terms of this General Order shall <br /> be available for public inspection at the offices of the Regional Water Board. <br /> Data on waste discharges, water quality, geology, and hydrogeology are not <br /> confidential. <br /> q. The Discharger shall take all reasonable steps to minimize any adverse impact <br /> to waters of the state resulting from noncompliance with this General Order. <br /> Such steps shall include accelerated or additional monitoring as necessary to <br /> determine the nature and impact of the noncompliance. <br /> r. The Discharger shall maintain in good working order, and operate as efficiently <br /> as possible any facility, control system, or monitoring device installed to achieve <br /> compliance with this General Order and the NOA. <br /> s. The Discharger shall permit representatives of the Regional Water Board and/or <br /> the State Water Board, upon presentation of credentials, to: <br /> i. Enter premises where wastes are treated, stored, or disposed of, and <br /> facilities in which any records are kept. <br /> ii. Copy any records required under terms and conditions of this General <br /> Order. <br /> iii. Inspect at reasonable hours, monitoring equipment required by this <br /> General Order. <br /> iv. Sample, photograph, and/or video record any discharge, waste material, <br /> waste treatment system, or monitoring device. <br /> September 23, 2014 <br />
