The Teicheiras stated that minor equipment and automotive maintenance takes
place on the Site. They indicated that no chemicals are stored on the Site.
The Teicheiras indicated that the land is leased to the Van Groningens for
pumpkins and to Machado for the dairy. They stated that the dairy is managed
under Waste Discharge Requirements issued by the Central Valley Regional
Water Quality Control Board. The manure pond has been in place for many
years and is unlined, they stated.
According to the Teicheiras, the houses and milk barn on the Site were
constructed in the 1940s or earlier. The old storage building was moved to the
Site in the 1960s, they said. They indicated that seven water wells are located
on the Site. They were aware of existing high nitrate levels in the well by the
house on Union Road.
The Teicheiras were not aware of any buried debris or cattle burial on the Site.
They indicated that someone had dumped 55-gallon drums of oil on the Site by
the road, but the drums had been properly disposed.
6.0 SITE DOCUMENTS
6.1 Environmental Health Department Records
Hazardous Materials Records
The San Joaquin County Environmental Health Department was contacted
regarding the Site addresses of 6721, 6733, 6777, 6789, and 6799 East Perrin
Road, and 24500 South Union Road, Manteca. Brianne Mascaro of that office
indicated that all relevant records would be made available online, but that no
files were found for the addresses of 6733, 6777, 6789, and 6799 East Perrin
Road (correspondence, July 19 and 25, 2023).
Live Oak reviewed records on file at the San Joaquin County Environmental
Health Department for the subject property addresses. For the address of 6721
East Perrin, records were on file related to underground storage tanks and site
mitigation. The Underground Storage Tank Program files indicated that a 1,000-
gallon leaded gasoline tank was removed from the Site in 1987. An undated
"Tank Permit Application" lists an 1,100 to 5,000-gallon tank of unknown contents
on the Site. The site mitigation file listed the Site as a "water quality site"; this
appears to refer to ongoing monitoring of the dairy by the Central Valley Regional
Water Quality Control Board (Water Board). A 2004 "Notice of Violation" from
the Water Board was also on file; the letter stated that the Water Board had not
yet received the annual monitoring report for the dairy required as part of its
LOGE 2327 6
