A field road divides the northern third of the Site from the remainder. Three wells
were observed along the field road. The easternmost of these is powered by a
generator with an aboveground diesel tank; the Teicheiras indicated that it is
owned by the Irrigation District. The center well is powered by electricity and is
also owned by the Irrigation District, according to the Teicheiras. The western
well was not connected to a power supply at the time of the site visit; the
Teicheiras indicated that the well has a submersible pump, and a generator is
brought in when they wish to operate the well. A pile of concrete pieces was
observed along the field road; Tom Teicheira indicated that it was composed of
extraneous materials from the dairy area. Along the northern property line, a
windmill-operated well was observed.
At the northwest corner of the Site, a house with a domestic well was present. A
drum of hydrogen peroxide for water treatment was observed near the well.
Two pole-mounted transformers were observed at the southwest corner of the
Site; they were marked with blue stickers indicating they are free of
polychlorinated biphenyls (PCBs). An additional two transformers, these with no
stickers, were observed near the middle well on the field road. Three
transformers were observed near the southern house on the Site, as well as one
near the large cattle pen structure. No stickers were observed on these
transformers; they appeared relatively new and intact.
Orchards lie to the north of the Site. To the west is Union Road, followed by
cornfields and a former dairy. To the east is Manteca Road, followed by
cornfields, an orchard, two rural residences, and a dairy. To the south is Perrin
Road, followed by a cornfield, an orchard, and a dairy.
5.0 INTERVIEWS
5.1 Interview with Client
Tom Teicheira, Richard Teicheira, and Steve Moberly were interviewed during
the site visit on July 19, 2023. They indicated that the Teicheiras and Mr.
Moberly's wife Carol are the owners of the property; it has been in the family
since the 1940s. To their knowledge, the property has always been used for
farming and dairy cattle.
The Teicheiras could not recall anything specific about the underground fuel
tank(s) on the Site in the past (see section 6.1 below), though to their knowledge
there was never more than one underground tank. They indicated that three
aboveground storage tanks are present: the tank on the ground by the old shed
contains some gasoline, the standing tank by the old shed is empty, and the
standing tank near the dairy buildings contains diesel.
LOGE 2327 5
