Brusca File No. 137-002 <br /> <br />Page 2 <br />August 10, 2017 <br />Murphy Parkway Property Soil Gas Monitoring Workplan <br /> <br /> <br />SITE DESCRIPTION AND BACKGROUND <br /> <br />Site Location and Description <br /> <br />The approximate 48-acre subject property is located about 500 feet easterly of Murphy Parkway <br />and about 1,500 feet southerly of East Louise Avenue in a commercial and industrial area of <br />Lathrop, San Joaquin County, California. The subject property is currently vacant/undeveloped <br />land. The site is generally flat; however, portions of the site are irregular and hummocky, and two <br />depressed areas are situated on the northwesterly portion of the site. Portions of the site are <br />currently used for livestock grazing; wire fencing is in place on portions of the site for livestock <br />enclosure purposes. A Vicinity Map showing the location of the property is presented as Plate 1, <br />and a Site Map is presented as Plate 2. <br /> <br />Historical Site Activities <br /> <br />The subject property historically was vacant farmland. In the early 1960s, a large glass <br />manufacturing facility (currently referred to as former Pilkington North America [PNA] facility) <br />was constructed directly northerly of the subject property. The subject property was associated <br />with the former PNA facility, and was used for solid waste handling and waste water disposal <br />related to the PNA facility. Solid wastes comprised largely of waste glass materials were <br />handled within the northwesterly portion of the subject 48-acre site. Glass manufacturing <br />activities at the former PNA facility were discontinued a few years ago. In recent years, the <br />subject 48-acre site generally has been unused, except for some livestock grazing. <br /> <br />Industrial and domestic waste water generated at the former PNA facility northerly of the subject <br />property was treated at that site, and disposed at that facility, and also on the subject 48-acre <br />property via spray irrigation. The treated waste water discharge was performed under permit with <br />the Central Valley Regional Water Quality Control Board (CVRWQCB). Because the subject <br />48-acre property is no longer intended for waste water discharge, the CVRWQCB is currently <br />considering removing this area from the waste water discharge permit. <br /> <br />Past Onsite Waste Investigations and Remedial Work <br /> <br />It is indicated that the handling of glass wastes on the subject property ceased in the 1980s. <br />Around 2012, the local oversight agency (SJCEHD) required the placement of a soil cap over the <br />northwesterly portion of the property where residual glass wastes were known to exist.
