Backus, Garrett [EHD]
From: Backus, Garrett [EHD]
Sent: Thursday, September 14, 2023 10:33 AM
To: Casebeer, Nathan@Waterboards
Cc: Subbotnikova, Natalia [EHD]; Ambrose, Sabra@Cal Recycle
Subject: RE: Former Pilkington North America Glass Disposal: 500 East Louise Avenue, Lathrop,
San Joaquin County
Attachments: 2019 4-12-19 WB Order to investigate wider scope of waste on 500 E Louise Ave.pdf;
2019 6-10-19 Letter from AGE to EHD - WU-1 sliver verification samples.pdf; 2019
3-18-19 email from AGE stating WU1 sliver excavation is taking place.pdf
Hi Nathan,
I attached what we have about the WU-1 sliver area on Parcel A. In late March 2019 the area was excavated to a depth
five feet below grade and the glass / soil waste was stockpiled on-site. Confirmation samples were taken in April
2019. It's unknown what happened to the stockpile; possibly it was placed back in the excavation at a later date. More
details about these operations are in Appendix B of the 12 July 2019 Soil Management Plan mentioned in your draft
comment.
Our concern is that the stockpile was placed back in the excavation possibly in late 2019 or 2020. The site never
provided disposal records. There was no sampling or analysis of the stockpile so the level of contamination is unknown
except for the sampling done at another time on the main part of the WU-1 on the 17100 Murphy Parkway
parcel. Inspections this year has found glass waste scattered south of the railroad spur on the 500 N Louise Ave parcel
in an area several hundred feet long.
Thank you,
Garrett Backus, Lead Senior REHS
San Joaquin County Environmental Health Department
1868 E Hazelton Ave, Stockton, CA 95205
Desk: (209) 468-2986
Cell: (209) 616-3030
Email: gbackus(a)sigov.org
Department: https://www.sigov.org/department/envhealth
From: Casebeer, Nathan@Waterboards <Nathan.Casebeer@waterboards.ca.gov>
Sent: Thursday, September 14, 2023 8:56 AM
To: Backus, Garrett [EHD] <gbackus@sjgov.org>
Cc: Subbotnikova, Natalia [EHD] <nsubbotnikova@sjgov.org>; Ambrose, Sabra@CalRecycle
<Sabra.Ambrose@ CaIRecycle. ca.gov>
Subject: RE: Former Pilkington North America Glass Disposal: 500 East Louise Avenue, Lathrop, San Joaquin County
Hi Garrett,
Nicholas White recently transferred to another Regional Board office.
