At our meeting on August 15, you mentioned an excavation at the Pilkington site in 2020 in an area called the WU1
Sliver. We have looked through our files and have not been able to locate any records related to that excavation work. If
you could provide additional information, that would be appreciated.
I have updated the draft comment section of our review letter of the Trench 29 Area as follows:
Based on boring data presented in the Report, Central Valley Water Board staff concur that no buried waste or
glass disposal areas were identified, and the absence of pollution has been verified for the T29 area. Prior to
winding down regulatory oversight for the Site property under the Central Valley Water Board Site Cleanup
Program, a land use covenant (deed restriction) should be prepared in consultation with Central Valley Water
Board staff that requires implementation of the 12 July 2019 Soil Management Plan created for the Site and
specifies commercial uses for the Site. On-going regulatory requirements for the Site property as a solid waste
site will also continue under the San Joaquin County Environmental Health Department Local Enforcement
Agency.
Please let me know if you have any concerns or comments on the updated draft comment.
Thank you,
Nathan
Nathan Casebeer, P.G.
Senior Engineering Geologist
Federal and Private Site Cleanup Unit, Site Cleanup Program
Central Valley Regional Water Quality Control Board
11020 Sun Center Drive, Suite 200
Rancho Cordova, CA 95670
(916) 464-4665
-----Original Appointment -----
From: White, Nicholas@Waterboards <Nicholas.White@Waterboards.ca.gov>
Sent: Tuesday, August 1, 2023 2:24 PM
To: White, Nicholas@Waterboards; Backus, Garrett [EHD]; Ambrose, Sabra@CalRecycle; Casebeer,
Nathan@Waterboards
Cc: Subbotnikova, Natalia [EHD]; Flower, Chris@Waterboards
Subject: Former Pilkington North America Glass Disposal: 500 East Louise Avenue, Lathrop, San Joaquin County
When: Tuesday, August 15, 2023 11:00 AM -12:00 PM (UTC -08:00) Pacific Time (US & Canada).
Where: Microsoft Teams Meeting; WB-RBSS-Cottonwood Creek
Meeting to discuss conclusions following recent site investigation.
Please propose alternative time if unavailable.
Thank you
Microsoft Teams meeting
