Hazelton Avenue <br />Stockton, California 95205 <br /> <br />Transmitted via Email to: gbackus@sjgov.org <br /> <br />SUBJECT: REVIEW OF SITE INVESTIGATION REPORT FOR PILKINGTON <br />NORTH AMERICA, SWIS NO. 39-CR-0022, SAN JOAQUIN COUNTY <br /> <br />Dear Mr. Backus: <br />CalRecycle staff are providing this letter in response to your request for technical <br />assistance in reviewing the Site Investigation Report (Report) dated 31 January 2024 <br />for the Pilkington North America located at 17200 Murphy Parkway, Lathrop, California <br />(Site), Solid Waste Information System (SWIS) identification number 39-CR-0022. The <br />document was prepared by Advanced Geo, Inc. (AGI) for Heorot Power Holdings, LLC. <br />(Owner). <br />The comments in this letter are provided to the San Joaquin Local Enforcement Agency <br />(LEA) as assistance to support the program in carrying out its responsibilities regarding <br />post closure land uses on closed disposal sites. The final determination as to the <br />comments to be provided to the Owner is within the sole purview of the LEA, acting <br />within the parameters of its discretion, in accordance with its vested authority under its <br />certification as defined in Title 14, California Code of Regulations (14 CCR), Division 7, <br />27 CCR, Division 2, Subdivision 1 (Section 20005 et seq.), and Division 30 of the Public <br />Resources Code. <br />As background, this Report was prepared to provide the findings from the investigation <br />of the Site conducted 18 and 29 July 2022 of Area of Concern (AOC) 2 and 31 October <br />2022 of AOC 1. The objective of the Report was to determine the horizontal and <br />vertical extent of waste, waste characteristics, estimate of volume of waste in place, the <br />extent of contaminated soil, and the thickness, soil type, and condition of cover soil in <br />AOC 2 and provide confirmation of the geophysical investigation conducted on 12 <br />through 13 July 2022 of AOC 1 <br />
