Site Investigation Work Plan — Trench 29 Area <br />FORMER PILKINGTON NORTH AMERICA — LATHROP FACILITY <br />500 East Louise Avenue, Lathrop, California <br />1.0. INTRODUCTION <br />At the request of the current property owners, ASP/RWM Properties LLC, R&B Louise <br />LLC, and R&B Delta LLC, AdvancedGeo, Inc. (AGI) has prepared this Site Investigation <br />Work Plan — Trench 29 Area for the property located at 500 East Louise Avenue, Lathrop, <br />California (herein referred to as subject property, site, or Parcel A). The proposed scope <br />of work includes the advancement of fifteen (15) soil borings to determine whether buried <br />wastes are present in the location of T-29, and to identify and define the waste if <br />necessary. <br />Based on previous investigations and site history, the current property owner and AGI <br />question whether there is adequate data or information to suspect the presence of buried <br />wastes or waste pits in the location of T-29. The area at and surrounding T-29, has been <br />surfaced with asphalt and developed into a parking lot. Based on the industrial use of the <br />property and the surface cap at T-29, it would appear the work is being directed out of an <br />abundance of caution. However, the property owner is willing to perform the investigation <br />to satisfy the concerns of the Central Valley Regional Water Quality Control Board <br />(CVRWQCB) and the San Joaquin County Environmental Health Department (EHD). <br />This work plan was prepared in accordance with a directive issued by Central Valley <br />Regional Water Quality Control Board (CVRWQCB) letter dated 15 March 2019 <br />(Appendix A). The location of the site is illustrated in Figure 1; on-site structures and <br />parcel boundaries are depicted in Figure 2; proposed soil boring locations and the T-29 <br />area are illustrated in Figure 3; and historical trench locations are depicted in Figure 4. <br />An Investigation Trenching Log summarizing details and information from the trenching <br />investigation is provided in Appendix B. <br />Extensive background information on the former Pilkington North America, Inc. Lathrop <br />Facility Parcels A and B (Former PNA Facility) were provided in the Clean Closure Plan <br />dated 20 June 2018, Site Assessment Summary Report — Final dated 21 June 2018, and <br />Addendum to the Request for Exemption to Implement Construction Controls dated <br />12 July 2018. <br />2.0. OBJECTIVES AND PURPOSE <br />The scope of work included in this work plan is intended to determine whether any buried <br />wastes or glass waste cells are located in the proximity of Trench T-29. During excavation <br />of Trench T-29 in July 2015, small pieces of steel, wire, broken concrete, and minor glass <br />were observed between 2 and 3 feet below surface grade (bsg). Native soil was observed <br />above and below the debris in T-29. <br />
