07 June 2022 <br />Project No. 14-3154 <br />Page 2 of 6 <br />AdvancedGeo <br />An Employee- Owned Company <br />Based on the preliminary results of the July 2015 investigation, the CVRWQCB and EHD <br />determined that the area of T-29 may have been a disposal area. The current property <br />owner disputes this conclusion, but in order to satisfy agency concerns has agreed to <br />perform the investigation. <br />The goal of the investigation is to determine if buried waste is located in the area of T-29 <br />and to eliminate the area as a suspected disposal area if waste is not encountered. The <br />ultimate goal is to eventually obtain a clean closure and fulfill the requirements of CCR <br />Title 27 Sections 21810, 21090(f), and 21770(a), and Local Enforcement Agency (LEA) <br />Advisory #16 (published by Cal Recycle), to obtain a clean closure for the disposal site. <br />3.0. BACKGROUND AND SITE INFORMATION <br />The subject property (Parcel A) has a physical address of 500 East Louise Avenue, <br />Lathrop, California, and is located on the south side of East Louise Avenue approximately <br />400 feet east of the intersection of East Louise Avenue and Harlan Road. The property <br />includes one parcel totaling approximately 59.44 acres (APN: 198-120-120) and is <br />located within an industrial area of the city of Lathrop, San Joaquin County, California. <br />The Former PNA Facility includes a large warehouse structure formerly utilized for <br />manufacturing glass, two smaller stand-alone warehouse structures, and asphalt parking <br />areas. <br />In the early 1960s, the Former PNA Facility was constructed at the subject property. A <br />vast majority of the waste glass formerly stored at Parcel A and Parcel B (17100 Murphy <br />Parkway) was removed during the facility's operation and disposed off-site. In 1993, the <br />Former PNA Facility was issued Solid Waste Information System (SWIS) number 39 -CR - <br />0022 and assigned to the LEA at the EHD. SWIS number 39 -CR -0022 was assigned to <br />the disposal area (disposal site) determined at that time to be portions of parcels 198- <br />120-08 (500 East Louise Ave; now parcel 198-120-120) and 198-120-09 (17100 Murphy <br />Parkway), located south of the existing railway and fenced perimeter of the PNA facility. <br />The area of SWIS 39 -CR -0022 was eventually expanded to include the neighboring San <br />Joaquin Cogeneration property to the west (APN 198-120-05; 17200 Murphy Parkway). <br />Based on EHD and CVRWQCB conclusions, they determined that SWIS 39 -CR -0022 <br />includes two suspected disposal areas in the southwest corner of Parcel A: (1) an area <br />located in the southwest corner of the parcel in the proximity of T-29; and (2) the area <br />located on the southern border of the parcel where Waste Unit 1 (WU1) has been <br />identified to extend onto Parcel A. The current property disputes the conclusion that the <br />area in the proximity of T-29 is a suspected disposal area. The preliminary data does not <br />support this conclusion and the suspected disposal area identified by the SWIS <br />designation was to the south of the existing railway and the fenced southern property <br />boundary of the PNA facility; T-29 is to the north of both of those site features. <br />This work plan proposes a scope of work to only investigate the southwest corner of the <br />parcel in the proximity of T-29.
