SANJ O A Q U I N Environmental Health Department
COUNTY
d . Verification of all pipe setbacks , crossovers , and burial depth according to the manufacturer' s
installation instructions and verification of appropriate piping backfill .
e . Integrity testing of all sumps per the manufacturer' s installation instructions .
of. Verification of the dispenser footprints contained by the under-dispenser containment
sumps ( UDCs) . Any potential leaks from piping and fuel filters must drain directly into
UDCs .
g . Visual inspection of the piping within the dispensers .
h . Corrosion protection : Verify corrosion protection for spill bucket prior to backfilling .
i . Spill bucket test : Verify minimum 5 -gallon capacity . Pass a one- hour hydrostatic test (or
equivalent) , after concrete is set . Verify proper drainage method .
j . Verification of overfill prevention : Measurement of drop tubes to verify 95 % tank volume
shut off, verification of external audible/visual alarm activation when tank is 90 % full , or
other approved method . Ensure that all pertinent tank charts and calculations are available
for review at the time of inspection .
k . Verification that ball float ( s) , if installed , do not interfere with the installed flapper valve
I . Monitoring system functionality : Functionality of the monitoring system must be verified to
ensure that monitoring has been restored to meet the requirements of California Code of
Regulations ( CCR) Title 23 and California Health & Safety Code ( HSC ) Chapter 6 . 7 . If a
cold start of the monitoring panel is performed a copy of the alarm history shall be printed
prior to performing the cold start and made available at time of EHD inspection .
m . Leak detector test : Verify the device can detect a leak of 3 gallons per hour at 10 psi . Verify
line volumes are appropriate for the make and model of the installed leak detectors .
n . Since concrete will be broken near the tanks a secondary containment test must be
performed on the tanks once concrete is poured in accordance with the manufacturer' s
guidelines
The facility cannot operate the UST system or receive fuel in the 87 , 91 and diesel tanks
prior to the EHD inspection and approval.
4 . Secondary containment testing for the turbines , UDCs and product piping is required six
months after installation . Provide 48 hours notification to the EHD when this test is scheduled .
5 . Any individual installing underground storage systems or components must possess , or work
under the direct and personal supervision of an individual physically present at the work site at
all times while work is being performed who possesses , all of the following :
• One of several permissible valid , current contractor licenses issued by the Contractors
State License Board ( CSLB )
• A current UST Installation /Retrofitting certificate issued by the International Code Council
( ICC )
• A valid , current certificate of training from the manufacturer(s) of the component (s) being
installed .
6 . Any individual performing the work of a service technician must possess , or work under the direct
and personal supervision of an individual physically present at the work site at all times while
work is being performed who possesses , all of the following :
• One of several permissible valid , current contractor licenses issued by the CSLB
• A current California UST Service Technician certificate issued by the ICC
• A valid , current certificate of training from the manufacturer(s ) of the component (s) being
tested , or the developer of the testing equipment or test method (s ) being used
2 of 3
