Attachment G <br /> FINDINGS FOR ADMINISTATIVE USE PERMIT <br /> PA -2300162 <br /> CRYSTAL ENTERPRISES / HICKS <br /> 1 . The proposed use is consistent with the goals , policies , standards , and maps of the General Plan ; any <br /> applicable Master Plan , Special Purpose Plan , Specific Plan , and Planned Development zone ; and any <br /> other applicable plan adopted by the County . <br /> • This finding can be made because the proposed four- plex and accessory dwelling unit may <br /> be conditionally permitted in the R-M ( Medium Density Residential ) zone with an approved <br /> Administrative Use Permit application . The project site has a proposed to have the General <br /> Plan designation of R/ M ( Medium Density Residential ) , and the R= M zone is an implementing <br /> zone for this designation . Therefore , the proposed four- plex and accessory dwelling unit is <br /> consistent with the goals , policies , standards and maps of the General Plan , and there are <br /> no Master Plans , Specific Plan , and/or Special Purpose Plans in the project vicinity . <br /> 2 . Adequate utilities , roadway improvements , sanitation , water supply , drainage , and other necessary <br /> facilities have been provided , and the proposed improvements are properly related to existing and <br /> proposed roadways . <br /> • This finding can be made because adequate utilities , access roads , sanitation drainage and <br /> other necessary facilities are being proposed by the applicant . The subject parcel is located <br /> within the area served by the Woodbridge Sewer District (WSD) for wastewater, and adjacent <br /> to the San Joaquin County Department of Public Works ' Mokelumne Acres Maintenance <br /> District, which provides for water and storm drainage service to the area . The applicant has <br /> submitted will -serve letters from WSD and the Department of Public Works indicating that <br /> public services are available to the site for water, sewer, and storm drainage . Additionally , the <br /> lot containing the proposed four-plex and ADU has direct access to Augusta Street . The project <br /> site does not propose changes to the geometric design of the roadway and will obtain <br /> encroachment permits from the Department of Public Works for any new driveways , as a <br /> recommended Condition of Approval . <br /> 3 . The site is physically suitable for the type of development and for the intensity of development . <br /> • This finding can be made because the 0 . 35 acre proposed for Multi - Unit Residential is <br /> surrounded by residential uses and of adequate size to accommodate the proposed fourplex, <br /> an accessory dwelling unit, and required parking spaces . The site plan shows that all yards , <br /> building coverage , setbacks , parking areas , and other requirements of the Development Title <br /> can be met . <br /> 4 . The location , size , design , and operating characteristics of the proposed use will be compatible with <br /> and will not adversely affect the livability or appropriate development of abutting properties and the <br /> surrounding neighborhood . <br /> • This finding can be made because the proposed Multi -Unit Residential development is located <br /> on a parcel that is currently surrounded by residential uses , and the Initial Study prepared for <br /> the project found that project is not anticipated to result in any significant impacts regarding <br /> the location , size , design , and operational characteristics of the site . If the proposed General <br /> Plan Map Amendment and Zone Reclassification from commercial to residential are approved , <br /> the existing residences on adjacent lots to the east will become conforming uses , and the <br /> proposed Administrative Use Permit for Multi - Unit Residential is anticipated to be compatible <br /> with and not adversely affect the livability or appropriate development of abutting properties <br /> and the surrounding neighborhood . <br /> 5 . The proposed use will not create any nuisances arising from the emission of odor , dust , gas , noise , <br /> vibration , smoke , heat or glare at a level exceeding ambient conditions . <br />
