SAN ,,] DAQ U I <br /> N Environmental Health Department <br /> c C u T IV AMENDED <br /> 2/7/2024 <br /> Aboveground Petroleum Storage Act Inspection Report <br /> Facility Name: Facility Address: Date: <br /> STOCKTON EAST WATER DIST 6767 E MAIN ST, STOCKTON February 06, 2024 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 619 CFR 112.7(e), 112.8(c)(6) Failure to keep written records of procedures, inspections, and tests for at least three <br /> years. <br /> OBSERVATION: The facility failed to maintain records of inspections and tests in accordance with written <br /> procedures that the certifying engineer developed for the facility, including integrity tests, signed by the appropriate <br /> supervisor or inspector. <br /> 1-The annual and monthly inspections for the tanks were not completed as specified on table 4-2 of the facility <br /> SPCC Plan. <br /> The most recent annual inspection records for the following tanks: <br /> The 10,000 gallons diesel tank was done on 2/04/2021 <br /> The 2,000 gallons diesel tank was done on 11/20/2020 <br /> The day-tank#1 stationary standby generator was done on 1/20/2023 <br /> The day-tank#2 stationary standby generator was done on 10/20/2020 <br /> The day-tank#3 stationary standby generator was done on 10/20/2020 <br /> The day-tank#4 for stationary standby generator was done on 11/20/2020 <br /> 2-There were no records for the annual inspections for the 5,000 gallons gasoline tank <br /> 3-There were no records for the monthly and annual inspections for the following tanks: <br /> The 660 gallons diesel tank for stationary standby generator <br /> The 454 gallons diesel tank non-op stationary standby generator <br /> The 200 gallons diesel tank for stationary standby generator <br /> The 150 gallons used oil tank for vehicle maintenance <br /> The 120 gallons of motor oil for vehicle maintenance <br /> REGULATION GUIDANCE: 112.7(e)Conduct inspections and tests required by this part in accordance with written <br /> procedures that you or the certifying engineer develop for the facility.You must keep these written procedures and a <br /> record of the inspections and tests, signed by the appropriate supervisor or inspector,with the SPCC Plan for a <br /> period of three years. Records of inspections and tests kept under usual and customary business practices will <br /> suffice for purposes of this paragraph. <br /> 112.8(c)(6)Test or inspect each aboveground container for integrity on a regular schedule and whenever you make <br /> material repairs.You must determine, in accordance with industry standards,the appropriate qualifications for <br /> personnel performing tests and inspections,the frequency and type of testing and inspections,which take into <br /> account container size, configuration, and design (such as containers that are: shop-built,field-erected, <br /> skid-mounted, elevated, equipped with a liner, double-walled, or partially buried). Examples of these integrity tests <br /> include, but are not limited to: visual inspection, hydrostatic testing, radiographic testing, ultrasonic testing, acoustic <br /> emissions testing, or other systems of non-destructive testing.You must keep comparison records, and you must <br /> also inspect the container's supports and foundations. In addition, you must frequently inspect the outside of the <br /> container for signs of deterioration, discharges, or accumulation of oil inside diked areas. Records of inspections <br /> and tests kept under usual and customary business practices satisfy the recordkeeping requirements of this <br /> paragraph. <br /> CORRECTIVE ACTION: Immediately begin conducting all inspections and tests in accordance with the procedures <br /> outlined in the SPCC Plan and begin using forms provided by the SPCC plan.
