Discharge procedure protocols. 3.Applicable <br /> pollution control laws, rules, and regulations. 4. General facility operations. 5. The contents of the SPCC Plan. <br /> There were no records of training at the time of the inspection. <br /> REGULATION GUIDANCE: (f)(1)At a minimum,train your oil-handling personnel in the operation and maintenance <br /> of equipment to prevent discharges; discharge procedure protocols; applicable pollution control laws, rules, and <br /> regulations; general facility operations; and,the contents of the facility SPCC Plan. Provide proof of training to EHD. <br /> CORRECTIVE ACTION: Immediately provide adequate training to all oil handling personnel and submit a copy of <br /> the training log and training content to the EHD. <br /> This is a Class II violation. <br /> 623 CFR 112.7(f)(3) Failure to conduct complete annual discharge prevention briefings for oil-handling personnel. <br /> OBSERVATION: Failure to conduct spill prevention briefing for oil-handling personnel at least once a year as stated <br /> in the facility SPCC plan and to assure adequate understanding of the SPCC Plan, including: 1. Known discharges <br /> or failures. 2. Malfunctioning components. 3.Any recently developed precautionary measures. Per discussion with <br /> Angelo Imbrunetti, Maintenance Mechanic II, he does not remember that they have spill prevention briefing <br /> included in their training.There were no records of the training at the time of the inspection. <br /> REGULATION GUIDANCE: (f)(3)Schedule and conduct discharge prevention briefings for your oil-handling <br /> personnel at least once a year to assure adequate understanding of the SPCC Plan for that facility. Such briefings <br /> must highlight and describe known discharges as described in§ 112.1(b)or failures, malfunctioning components, <br /> and any recently developed precautionary measures. <br /> CORRECTIVE ACTION: Discharge prevention briefings for oil handling personnel must be scheduled and <br /> conducted at least once a year to assure adequate understanding of the SPCC Plan for that facility. Conduct all <br /> required spill prevention briefings.
