S0 J O A U 1 Environmental Health Department <br /> U ; i y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> STOCKTON COLD STORAGE 1 1320 W WEBER AVE, STOCKTON December 28, 2023 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: Oil stains were observed in the machinery room. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Determine where the oil is coming from and take all necessary action to stop the release. <br /> Manage the waste according to Title 22 California Code of Regulations for hazardous waste. Submit a statement <br /> and supporting documentation to the San Joaquin County Environmental Health Department describing the storage <br /> and final disposition of the cleaned up waste. <br /> This is a Class II violation. <br /> 304 CCR 66262.34(d)(2) Failed to maintain adequate aisle space for unobstructed response to emergencies. <br /> OBSERVATION: The following area does not have adequate aisle space: the eyewash and shower in the <br /> machinery room is obstructed by multiple drums/containers and does not allow unobstructed movement of <br /> personnel in an emergency. <br /> REGULATION GUIDANCE: The owner or operator shall maintain aisle space to allow the unobstructed movement <br /> of personnel,fire protection equipment, spill control equipment, and decontamination equipment to any area of <br /> facility operation in an emergency, unless it can be demonstrated to the Department that aisle space is not needed <br /> for any of these purposes. <br /> CORRECTIVE ACTION: Immediately maintain aisle space to allow the unobstructed movement of personnel,fire <br /> protection, spill control equipment, and decontamination equipment to any area of facility operation in an <br /> emergency.
