Republic Services (Discharger) owns and <br /> operates the facility. <br /> On 6 August 2013, Lewis Engineering submitted a request to dispose of wastewater from local <br /> canneries into the landfill's two Class II surface impoundments. The request also included a <br /> liner compatibility analysis, which is-required by CCR Title 27, and a Cannery Rinse Water <br /> Operations Plan that describes how the Class 11 surface impoundments would be managed to <br /> maintain capacity and prevent nuisance conditions related to organic material in the wastewater. <br /> Discharge Specification B.3 of Order R5-2003-0049 states: "The discharge of liquid and semi- <br /> solid waste to the Class 11 surface impoundment is limited to leachate for the landfill units and <br /> surface impoundment leachate collection and removal system (LCRSs), septage, chemical toilet <br /> waste, boiler blowdown water, grease trap pumpings, non-hazardous landfill gas condensate, <br /> and other wastes that are compatible with the liner system and meet the approval of the Board." <br /> After review, Regional Board staff agrees with the conclusions of the Cannery Rinse Water <br /> Operations Plan which are: <br /> 1. The addition of cannery waste to the Class II surface impoundments will not affect the <br /> integrity of the liner; and <br /> 2. The additional volume of wastewater discharged to the Class II surface impoundments <br /> will not cause a violation of the two-foot freeboard requirement. <br /> Therefore, cannery wastewater may be discharged into the Class II surface impoundments. <br /> Please note that the discharge of cannery wastewater into the Class 11 surface impoundments <br /> Must be monitored and reported in accordance with Monitoring and Reporting Program <br /> R5-2003-0049. <br /> KARL E.
