In December 2003 the owner of the <br /> facility,Forward Inc.,decided to stop composting operations and begin transfer station operations. <br /> The Local Enforcement Agency(LEA)therefore required the operator to submit a revised Transfer/Processing <br /> Report to reflect the current operations and to submit a SWFP application in order to update the permitted traffic <br /> volume in the facility's permit. <br /> The facility sits adjacent to the Forward Landfill(SWIS No.39-AA-0015),a separately permitted Class II disposal <br /> site also owned by Forward Inc. Even though these two facilities have separate full solid waste facilities permits <br /> they share one California Environmental Quality Act(CEQA)document. <br /> In June of 2003,the California Integrated Waste Management Board(Board)concurred on a revision of Forward <br /> Landfill's SWFP. This revision included a change in the permitted traffic volume to 620 vehicles per day. <br /> Since the Forward Landfill and the Forward Resource Recovery Facility,are linked via their CEQA document, <br /> Forward Resource Recovery Facility's SWFP is being revised to also reflect a permitted traffic volume from 342 to <br /> 620 vehicles per day. <br /> VIOLATIONS: <br /> A.
