The inspection identified no violations of Title 14,California Code of Regulations,Division 7,Chapter 3, <br /> Transfer/Processing Operations and Facilities Regulatory Requirements or of Title 14,California Code of <br /> Regulations,Division 7,Chapter 3.1,Compostable Materials Handling Operations and Facilities Regulatory <br /> Requirements. <br /> AREAS OF CONCERN: <br /> A. The inspection identified five areas of concern of Title 14,California Code of Regulations,Division 7, <br /> Chapter 3,Transfer/Processing Operations and Facilities Regulatory Requirements. <br /> 1. Section 17409.2—Sanitary Facilities. This requirement states that the operator shall maintain all sanitary and <br /> hand-washing facilities which may be required,by applicable state or local requirements,in a reasonably clean <br /> and adequately supplied condition. <br /> There was no hand-washing facility available during the inspection. The operator stated that he will have a <br /> hand-washing station at the facility by the next LEA monthly inspection. It is recommended that the LEA <br /> verify the installation of hand-washing station during the next monthly inspection. <br /> 2. Section 17409.4—Signs. This requirement states that for operations or facilities not open to the public,each <br /> point of access from a public road shall be posted with an easily visible sign indicating the operation or facility <br /> name and location of nearest public operation or facility. <br /> The sign at the front gate of the facility needs to be updated to meet this requirement. It is recommended that <br /> the LEA verify the installation of new signs during the next monthly inspection. <br /> 3. Section 17407.3—Drainage Control. This requirement states that drainage at all operations and facilities shall <br /> be controlled to minimize the creation of contact water;prevent to the greatest extent possible given existing <br /> weather conditions,the uncontrolled off-site migration of contact water;protect the integrity of roads and <br /> structures;protect the public health;and prevent safety hazards and interference with operations. <br /> The drainage channel at the southwest corner of the transfer station building was partially blocked with an <br /> accumulation of litter(see Figure 1). The operator stated that he will have his litter crew at the facility the <br /> following day. The litter crew was observed across from the adjacent landfill. It is recommended that the LEA <br /> verify that the drainage channel is free of litter during the next monthly inspection. <br /> 4. Section 17407.4—Dust Control. This requirement states in part that the operator shall take adequate measures <br /> to minimize the creation,emission,or accumulation of excessive dust and particulates. <br /> During the inspection a significant amount of dust was generated while driving around the facility. It is <br /> recommended that the LEA verify that the operator is adhering to the dust control measures as outlined in the <br /> facility's Transfer/Processing Report at the next monthly inspection. <br /> 5. Section 17408.1 —Litter Control. This requirement states that litter at operations and facilities shall be <br /> controlled,and routinely collected to prevent safety hazards,nuisances or similar problems and off-site <br /> migration to the greatest extent possible given existing weather conditions. <br /> During the inspection litter was observed south of the transfer station and in a drainage channel(see Figure 1.) <br /> The operator stated that he will have his litter crew at the facility the following day. It is recommended that the <br /> LEA verify that the drainage channel is free of litter during the next monthly inspection. <br /> B.
