Fuel
Storage Tank
Product Conversion Guidelines
The following guidelines should be used when planning any fuel product conversions for
UST's or AST's . Questions about these guidelines should be addressed to your Region
Environmental Coordinator or the Corporate Environmental Affairs Program Manager . When
considering product conversions , the age and construction of the tank must be determined
to ensure fuel compatibility .
Pre - Conversion Planning
1 . Normal REFCO procedures must be followed .
2 . Contact UPS Fuel Services at 5 - 334 - 3133 at a minimum of twenty days prior to tank
conversion to ensure the correct fuel contracts are in place and the necessary inventory
adjustments are made .
3 . Prior to any work commencing , check with your local tank regulatory authority ( COPA in
CA sites ) for any necessary permitting requirements . All necessary permits must be
obtained prior to commencement of work .
Tank Conversion Scope of Work
Physical Changes
1 . The product lines should have the gasoline or diesel blown back with air into the tank .
2 . Empty the tank of all gasoline or diesel and remove all water and sludge from the tank
for disposal , All wastes must be disposed according to local , state , and federal
regulations . If wastes are considered hazardous ensure uniform hazardous waste
manifests are completed and retained in the facility 's hazardous waste file .
3 . Equipment change - out . Reference UPSPEC for acceptable material manufacturers , make
and model numbers .
a . For Gasoline to Diesel Conversions ,
1 ) The Veeder Root gauging probe water float must be changed from a
gasoline float to a diesel float .
2 ) The submersible leak detector must be change to a diesel leak detector .
3 ) If the existing gasoline tank has a coaxial fill , then the tank fill and drop
tube will need to be changed .
4 ) Change the tank vent cap from pressure vacuum to open type .
5 ) Install diesel filter assembly ( most likely exterior mounted ) and
remove/cap the existing gasoline filters .
6 ) The dispenser strainers in the meters should be changed from gasoline
strainers to diesel strainers .
7 ) Change out the hoses , breakaways and nozzles on the dispenser . If
applicable , remove any stage II vapor recovery equipment/ accessories .
8 ) If possible , adjust meter heads to obtain 20 gpm flow - rate .
9 ) Adjust dispenser timers from 3 minutes to 5 minutes .
10 ) Re- label all dispensers with a " Diesel " label and the proper " Low Sulfur " or
" Ultra - Low Sulfur" diesel labels .
11 ) Calibrate the meters on the dispensers .
12 ) Re - paint the fill manhole and re - stencil concrete appropriately .
13 ) Re - program your Veeder Root to indicate the proper thermal coefficients
for diesel .
Rev. 11/13/07
