S A N J UQ Q U I N Environmental Health Department <br /> —COUNTY- — <br /> � � Gr20tness grows here. <br /> Hazardous Materials Program Compliance Review Report <br /> Facility Name and Address: CAL CHEF FOODS, 3735 IMPERIAL WAY, STOCKTON 95215 <br /> #5 HSC 25505(a)(1) Failed to electronically submit hazardous materials inventory for all reportable materials on site <br /> OBSERVATIONS:OBSERVATION: Cal Chef has been the new owner/operator since October 2023 and they have not <br /> submitted a complete Hazardous Materials Inventory to CERS. On 11/14/2023, during a site visit,we were informed the <br /> facility did not have any anhydrous ammonia on-site, however, the system was under pressure using nitrogen gas. In <br /> January 2024,we were informed the facility would have a partial charge of approximately 1,000 pounds of anhydrous <br /> ammonia in order to perform compressor bump tests. <br /> REGULATION GUIDANCE:Any material that meets or exceeds the reportable quantity shall be reported in the facility's <br /> business plan. <br /> CORRECTIVE ACTIONS: Immediately log into the California Environmental Reporting System (CERS)at <br /> http://cers.calepa.ca.gov/, add the materials to the hazardous material inventory, and submit to the EHD for approval. <br /> This is a Class II violation. <br /> #6 HSC 25505(a)(2) Failed to electronically submit a site map with all required content <br /> OBSERVATIONS:OBSERVATION:A site map was not completed and submitted as part of the business plan. <br /> REGULATION GUIDANCE: site map that contains north orientation, adjacent streets, access and exit points, evacuation <br /> staging areas, hazardous material handling and storage areas, emergency response equipment, and, if present, loading <br /> areas, internal roads, storm and sewer drains, and emergency shutoffs, as well as additional map requirements the <br /> governing body of the unified program agency finds necessary. <br /> CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at <br /> http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br /> This is a Class II violation. <br /> #7 HSC 25505(a)(3) Failed to electronically submit an adequate ER procedures for a release or threatened release <br /> OBSERVATIONS:OBSERVATION:The emergency response(ER) procedures have not been submitted to CERS. <br /> REGULATION GUIDANCE:A business plan shall include the following emergency response procedures for a release or <br /> threatened release of hazardous materials, including, but not limited to, the following: <br /> -immediate notification of local emergency personnel and the Environmental Health Department(EHD) <br /> -procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to persons, <br /> property, or the environment <br /> -evacuation plans and procedures, including immediate notice,for the site <br /> CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at <br /> http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br /> This is a Class II violation. <br /> FA0009958 PR0519989 SC011 03/21/2024 <br /> Rev.9/16/2020 Page 2 of 4 Hazardous Materials Program Compliance Review Report <br /> 1868 E.
