1.0 INTRODUCTION AND PROPOSED DEVELOPMENT: 1.1 Description of site: The project consists of one parcel totaling 15.9 acres. The subject Assessor Parcel Number is 059-260-10 (formerly: 059-160-03). The project is in an agricultural area. The parcel is zoned I/T. 1..2 Description of Proposed Development: It is proposed to create two parcels. These parcels are being created based on the existing 15.9 acre parcel. In accordance with the San Joaquin County Development Title, this Surface and Subsurface Contamination Report(SSCR)is being submitted for approval. This report will investigate the property for visual or historical environmental contamination based on field observation, interviews with the owner, and County records. (This SSCR includes no chemical analysis). 1.3 Parcel location map: (See Appendix for Tentative Map with Vicinity Map and APN page). 1.4 Site Map: (See Appendix for Tentative Map). 2.0 PAST, PRESENT, AND PROPOSED FUTURE USES OF THIS SITE: 2.1 Discussion of Past,Present:, and Proposed :Future Uses: The primary source of information of the historic use of this property is testimony from one of the owners, Terry Tarditi,who has owned the parcel for over 20 years. The land use has not changed during this time. The land has been a truck yard, residence and orchard. The parcel's future use is to continue being a truck yard, residence and orchard. 3.0 :IDENTIFICATION OF ALL PAST AND CURRENT SOURCES OF CONTAMINATION: 3.1. Methods used to research: Methods used to research this parcel were records researched at the San Joaquin County Agriculture Commissioners office in February, 2024 (see appendix for results). An onsite survey was performed on February 14, 2024 by staff of Dillon & Murphy. The San Joaquin County Environmental Health Department's underground storage tank mitigation database list did not yield any concerns. 3.2 Description of all past on-site potential and/or known above and below ground sources of contamination identified at the project site: Past on-site potential for contaminations includes farming use. Historically there have been underground storage tanks on site but that were removed between March, 1995 and May, 1999. four monitoring wells were installed between 1995 and 1998 and were used to monitor contamination until 2013 when the clean up status was considered complete. The owner has no knowledge of improper above ground storage of chemicals on the subject parcel. The orchard historically has been treated with Carbaryl, Aluminum Phosphide, Strychnine, Zinc Phosphide, 2,4-D Amine, Paraquat and Non-Permit AG Prod.
