Forward Resource Recovery Facility WDR Technical Report

HDR Engineering, Inc. 2 October 2021

The entire Forward Landfill facility encompasses approximately 744-acres on several parcels.
The compost area, which is located south of the South Branch of South Littlejohn’s Creek, is
located on Assessor’s Parcel Number 201-060-030-000. The parcel is approximately 157 acres
and includes both the composting area and portions of the Forward Landfill. The operational
footprint of the composting facility, including material receiving and final product storage areas is
roughly 39.1 acres. This also includes the existing transfer station building, access roads, and
retention pond.

Total Permitted Compost Facility Capacity:
• Windrow & ASP Receiving 1,100 tons per day (TPD)
Total On-Site Facility Capacity at Any Given Time:
• Windrow Material Receiving 7,287 cubic yards
• ASP Material Receiving 3,222 cubic yards
• Material Mixing / Storage 23,615 cubic yards
• Windrow Composting System 62,089 cubic yards
• ASP Composting System 18,050 cubic yards
• Screening 4,950 cubic yards
• Finished Compost Staging and Load Out 37,164 cubic yards
• Total On-Site Capacity*: 156,377 cubic yards
*At any given time
In accordance with Section 17867(a)11, non-compostable physical contaminants and refuse
removed from compost feedstock, compost, or chipped and ground material will be removed from
the composting area within seven (7) days and sent to an appropriate facility (e.g., Forward
Landfill for disposal).
Material Receiving
Windrow
The facility has roughly 17,250 sf available for windrow material receiving. Assuming one large
pile up to 15 ft. high, 105 feet wide, and up to 160 ft in length, this area can store 7,287 cubic
yards.

ASP
The facility has roughly 9,000 sf available for ASP material receiving, which factors in leaving a
20-ft aisle between the windrow receiving pile and the ASP receiving pile. Assuming one large
pile up to 15 ft. high, 55 feet wide, and up to 160 ft in length, this area can store 3,222 cubic yards.

Total Combined
The facility can receive materials for the composting operation six (6) days a week, therefore the
weekly throughput of the facility is 7,700 tons of organics, or roughly 17,303 cubic yards. This
assumes up to 15% foodwaste and applies a density of 800 lbs/CY for green/wood waste and
1,400 lbs/CY for foodwaste.

On-site at any given time: 10,509 cubic yards
