Forward Resource Recovery Facility WDR Technical Report

HDR Engineering, Inc. 3 October 2021

Weekly throughput: 14,832 cubic yards

Mixing / Storage
The site has roughly 70,000 sf for material mixing and storage prior to being placed in the windrow
or ASP composting system. This area can hold a total of approximately 23,615 cubic yards,
assuming piles are up to 15 feet in height, up to 175 feet in width, and up to 225 feet in length.

Composting
Windrow Composting
The windrow composting area covers roughly 11.5 acres. The windrow composting is comprised
of up to 96 compost piles that are up to 18 feet wide at the base with a height of up to 8 feet,
ranging in length from 110 feet to 650 feet long with a 1:1 slope. On-site at any given time the site
can hold up to 62,069 cubic yards of windrow composting. The windrow compost cycle has a
range of two months to nine months depending on the feedstock composition and target market.
Therefore, the facility can complete between 1.5 to 6 compost cycles in one year. This equates
to an annual compost processing capacity of 93,134 cubic yards to 372,534 cubic yards. To
demonstrate the maximum annual processing capacity, the larger number will be used.
ASP Composting System
The ASP composting area covers about three (3) acres and is comprised of up to 25 ASP piles
at full buildout. Each pile will be approximately 110 feet by 30 feet constructed to a maximum
height of 10 feet with a 1:1 slope. On-site at any given time the site can hold 18,050 cubic yards
of ASP composting. Since the average ASP compost cycle takes roughly eight weeks,
approximately 6.5 compost cycles can be completed in one year. This equates to an annual
compost processing capacity of 117,325 cubic yards.
Combined
On-site at any given time: 80,119 cubic yards
Annual processing capacity: 489,859 cubic yards
Screening
The facility has roughly 27,400 sf available for screening material storage (screening equipment
adjacent to screening material storage). Allowing for approximately 20 feet access aisles between
each pile the facility can hold about five (5) material storage piles at roughly 30 ft wide, 100 ft
long, and 15 ft high with a 1:1 slope. This equates to an on-site capacity of roughly 4,950 cubic
yards.
Finished Compost Product
The site has roughly 133,250 sf (three acres) to store roughly 37,164 cubic yards on-site at any
given time of finished, stable compost product. Finished compost product will be moved off-site
for uses such as soil nutrient amendment or trucked off-site to other markets such as agricultural.
Additives/Amendments
At this time the facility does not anticipate using any additives or amendments. Prior to use of any
additives or amendments the Regional Water Quality Control Board will be notified.
Land Uses 1-mile Radius: Forward Landfill and Auxiliary Properties; Agricultural Land/Farms
