Forward Resource Recovery Facility WDR Technical Report <br /> <br />HDR Engineering, Inc. 4 October 2021 <br /> <br />Water Supply: On-site water wells (See Section 2.4) <br />1.3 Site Plan Description <br />The Forward Compost Site Plan is included in Appendix A and shows the existing location of the <br />windrow composting and proposed ASP composting system. The site plan also includes material <br />receiving, pre-processing screening, and finished product storage. The site drainage plan, which <br />shows surface water flow and discharge points from the site, is included in Appendix B. <br />All material enters the facility through the main entrance off Austin Road and is weighed in at the <br />scale house. The material receiving area will have designated piles for the feedstock destined for <br />the windrow composting operation and the ASP composting system. Chipping and grinding will <br />occur in this area; both the windrow and ASP composting systems will share material handling <br />equipment. After pre-processing the material, the feedstock will be placed into a compost pile. <br />Composting occurs throughout the site as shown in Appendix A. Post-composting, the finished <br />compost product is moved to the northwest corner of the site for screening, storage, and product <br />load out. <br />The site drains to ditches with capacity for a 25-year, 10-minute duration storm (0.368 inches). <br />Water from all composting areas (the entire 39.1 acres) flows to a retention basin sized for the <br />25-year, 24-hour storm event on the west side of the composting area. Stormwater drainage <br />patterns, best management practices (BMPs), and sampling locations and protocols are located <br />in the facility’s Stormwater Pollution Prevention Plan (SWPPP), which is incorporated here by <br />reference. The facility is covered under the California Industrial Stormwater General Permit (IGP) <br />with the Waste Discharger Identification (WDID) number 5S39I015679. <br />1.4 Background Information <br />The Forward Resource Recovery Facility (Facility) is located at 9999 South Austin Road in the <br />City of Manteca, California. The existing compost facility has obtained the appropriate approvals <br />from all regulatory agencies to operate. Specifically, the Lead Agency, County of San Joaquin, <br />has approved the construction and operation of compost activities in the area south of the South <br />Fork of South Littlejohn’s Creek. The composting facility has obtained air permits from San <br />Joaquin Valley Air Pollution Control District (SJVAPCD) to cover its existing operations including <br />receiving, mixing, and storage, open windrow composting, finished compost loadout, and <br />compostable material handling equipment. The facility also has a Solid Waste Facility Permit <br />(SWFP) complete with a Report of Composting Site Information (RCSI), which is hereby <br />incorporated by reference. <br />The facility currently shares coverage under a site specific WDR that covers both the windrow <br />composting facility and the adjacent landfill, Forward Landfill. This Technical Report is for <br />coverage under the General Order Waste Discharge Requirements for Commercial Composting <br />Operations, State Water Resources Control Board Order WC 2020-0012-DWQ (General Order) <br />and is for only the windrow and ASP composting activities. <br />
