Forward will analyze at least one composite sample for every 5,000 cubic yards <br />of compost to be analyzed at a Department of Health Services approved laboratory . <br />Compost product, which exceeds the maximum met al concentrations or maximum <br />acceptable pathogen concentrations, shall be designated by the appropriate S tate or <br />Federal jurisdiction for another use, including disposal, additional processing, ADCs or other <br />uses. <br />A composite sample will consist of 12 mixed samples as collected by the Operations <br />Manager. The Operations Manager uses a shovel to extract each sample. The 12 samples <br />will be of equal volume. Four samples will be extracted from around and on top of the <br />compost pile at different cross-sections as follows: <br />⧫ One-half the horizontal width of the pile <br />⧫ One-fourth the horizontal width of the pile <br />⧫ One-eight h the horizontal width of the pile <br />Results from sampling of the finished product should be sent directly to the LEA from the <br />certified laboratory. <br />Metal Concentrations . The maximum acceptable metal concentrations are presented in <br />Table 3. Tests for metal concentration will be conducted at a certified lab: <br />Pathogen Reduction. In accordance with 14 CCR, Section 17868.3 (Pathogen Reduction), <br />t he density of fecal coliform in the stabilized compost , that is or has at one time been active <br />compost, will be less than 1,000 most probable number (MPN) per gram of total solids on a <br />dry weight basis, or the density of salmonella bacteria in the stabilized compost will be less <br />than 3 MPN per 4 grams of total solids on a dry weight basis. <br />To ensure pathogen reduction for the windrow composting process, the active compost will <br />be maintained under aerobic conditions at a temperature of 131 °F or higher for a period of <br />15 days or longer. During the period when the compost is maintained at 131°F or higher, <br />there will be a minimum of five turnings of the windrow. <br />Compost facilities shall be operated at the minimum temperature and process time <br />requirements for pathogen reduction as presented in Table 4 and as specified in 14 CCR, <br />Section 17868.3 . <br />Daily temperature measurements shall be measured for pathogen reduction as follows: <br />⧫ Windrow composting processes shall be monitored 12 to 24 inches below the pile <br />surface. <br />⧫ Aerated static pile composting processes (if proposed in the future) shall be <br />monitored 12 to 18 inches from the point where the insulation cover meets the <br />active compost. <br />One temperature reading will be taken per every 150 feet of Windrow, or faction thereof, or <br />for every 200 cubic yards of active compost , or fraction thereof . Records detailing pathogen <br />reduction methods will be maintained as discussed in Section 7.6. <br />Green Materials. In accordance with 14 CCR, Section 17868.5, the feedstock undergoes <br />load checking to ensure that physical contaminants are no greater than 1.0 percent of total <br />weight.
