A minimum of one perce nt of <br />daily incoming volume or at least one truck per day, whichever is greater, is inspected <br />visually. If a visual load check indicates a contamination level greater than one percent, a <br />representative sample is taken, physical contaminants are collected and weighed, and the <br />percentage of physical contaminants is determined. The load is rejected if physical <br />contaminants are greater than 1.0 percent of total weight. Upon request of the LEA, <br />Forward Inc. will take a representative sample of feedstock, coll ect and weigh physical <br />contaminants, and determine the percentage of physical contaminants determined. Any <br />agricultural material handling operation using this material will ensure that the feedstock <br />meets the metal concentration limits specified in 14 CCR , Section 17868.2. <br />2.3 Composting Site Improvements <br />2.3.1 Identification Signs <br />In accordance with 14 CCR, Section 17867(a)(7), signs are posted at the RRF/Compost <br />Facility entrance stating that hazardous wastes, medical wastes, cannery wastes (except for <br />those materials allowed under the current SWFP), and dead animals are prohibited from <br />being accepted at the facility. Other signs identify the name of the facility, operator of the <br />site, hours of operation, and telephone numbers. In addition, signs are posted at the office <br />trailer stating the site hours, site and company telephone numbers (including emergency <br />contact phone numbers), rules and regulations for all drivers, the site speed limit (10 miles <br />per hour), and that all loads must be covered. <br />2.3.2 Entry Signs <br />The entry signs are the same as the identification signs described in Section 2.3.1 . <br />2.3.3 Facility Security <br />The entire perimeter of the site (including the RRF/Compost Facility) is fenced, including the <br />South Fork easement to prevent unauth orized access. Signs prohibiting unauthorized <br />access have been posted on the fence along the levee adjacent to the South Fork and <br />Austin Road at approximately 300 -foot intervals. All site entrances have gates that are <br />locked when the site is not in opera tion. Access through the landfill and RRF /Compost <br />Facility entrances is controlled by the office trailer attendants. The eastern side of the site <br />(Austin Road) is landscaped with trees and the RRF /Compost Facility has a 5-foot high <br />earthen berm on a port ion of the southern and eastern sides to limit the site visibility from <br />the road. The equipment maintenance area and storage yard at the landfill is fenced and is <br />locked when the site is closed. In addition, the site has night security when the site is <br />closed. <br />2.3.4 Roads <br />The entrance to the RRF /Compost Facility is all-weather surfaces. On-site roads are <br />constructed/improved as needed to allow all weather access . These on-site roads will be <br />constructed with on-site soils, crushed asphalt or aggregate, or both. The roads are <br />maintained by site personnel. As previously mentioned, the first 120 feet of the entrance <br />road are paved. This area is swept, as needed. Debris is picked up, the roads are graded <br />occasionally, and watered daily for dust control. In addition, litter is raked and picked up by <br />hand. In the event that dirt is inadvertently tracked onto Austin Road by vehicles leaving the <br />site, the street sweeper will be deployed.
