In <br />order to mitigate this, the trommel screen may be equipped with canvas covers or water <br />mist to minimize fugitive dust. Compost f acility operating personnel are provided with <br />goggles and respirators. <br />3.6.5 Litter Control <br />One of many operational concerns in the management of the RRF is the control and <br />management of litter. Litter at the Forward Landfill facility was evaluated in the <br />Supplemental Environmental Impact Report (SEIR) for the F orward, Inc. Landfill 2018 <br />Expansion Project (Grassetti Environmental Consulting, 2019). Mitigations are detailed in <br />the SEIR and include, amongst other items, establishment of a nuisance control number <br />and signage along local roads stating that disposal site traffic shall be covered in <br />accordance with Vehicle Code 23115(a). These measures have been implemented, along <br />with other measures detailed in the following paragraphs that are relevant to the <br />RRF/Compost facility. <br />Litter includes blowing papers and o ther materials that may become airborne and carried by <br />the wind away from the working areas at the RRF. The operator (Forward, In c.) is concerned <br />with the proper management of litter and compliance with regulatory requirements for the <br />control of blowing materials. Therefore, a Litter Management Plan has been and will <br />continue to be implemented at the site as discussed in this section and Appendix E-2. <br />Forward conducts an extensive litter collection program on a daily basis to minimize the <br />impact of litter on the site and on the surrounding area. Site personnel regularly patrol the <br />overall property and pick up litter blown from the working area on a daily basis and as <br />needed. If additional assistance is required beyond site personnel, temporary labor ers will <br />be hired. The personnel should not only collect litter from the facility, but also the facility <br />entrance, public/main roads, and adjoining property, provided the property owner will allow <br />access. Litter is collected as far north as the intersection o f Austin Road and Arch Road, and <br />as far south as French Camp Road and Austin Road on a daily basis. All litter is collected <br />along this section of the road. Necessary safety precautions must be followed in the litter <br />collection program. Litter caught in the fences is removed daily or as necessary. If there is a <br />need for a portable litter fence, a semi-permanent litter fence will be installed to capture the <br />litter. The utilization of such a fence will be continually evaluated and the fence will be <br />relocated or added, as needed. All incoming loads are required to be covered (see landfill <br />guidelines letter in Appendix A). Crews are assigned to collect litter in remote areas of the <br />site during periods in which weather conditions cause litter to accumulate in these areas <br />and along South Austin Road. Once collected, the litter is transported to the landfill. <br />Collection and transfer v ehicles are required to be covered to prevent litter along roadways. <br />A portable litter vacuum is also available to aid in lit ter collection (see Table 8). The vacuum <br />can be used to collect litter that has accumulated on litter fences. <br />It should be noted that Forward has recently planted poplar trees along the eastern and <br />westernsouthern boundaries of the RRF to provide screening. The trees are expected to grow <br />at a rate of approximately seven feet per year to a total height of approximately 60 feet and a re <br />spaced sufficiently close to provide an effective barrier along the perimeter . Forward <br />considered a 13 -foot high perimeter fence, but felt the trees would be more aesthetic, limit <br />dust transport, act as a barrier for litter, and allow for air mixing an d odor dispersal. <br />When winds reach 10 miles per hour or greaterOn high wind days (refer to Section 3.5.3 f or
