Most of the activities associated with litter (unloading,
screening, and grinding) are not conducted close to the facility’s perimeter fence. Unloading,
screening, and grinding activities must beare generally conducted more than 100 feet from the
site perimeter.
Forward will remove litter from the neighboring (offsite) properties where access has been
granted by the property owner. This would include litter that is caught by tree limbs. Forward
will use the method that is most effective and has the least amount of impact to the offsite
property.
Forward currently document s illegal dumping that occurs around or near the facility prior to
clean up and documents spills and accidents that occur at or near the facility (see Section 7.2).
Forward will also take photos of the litter before and after when there is an excessive a mount
of offsite litter.
The site phone number ([209] 982 -4298) is manned from 6:00 a.m. to 6:00 p.m., Monday
through Friday and 6:00 a.m. to 12:00 p.m. o n Saturday. Forward has also established a 24 -
hour, 7 days/week Nuisance Control Number (209 -252-3629) All other times, the contracted
security company will be available by phone to alert Forward personnel of any issues. For
additional information, refer to Section 3.2.3 and Table 5 of this RCSI.
3.6.6 Nuisance Control
Site operations are conducted in a safe and sanitary manner. The site is located in a rural
area surrounded by largely unpopulated, agricultural land. Drought tolerant trees and
shrubs, and grasses are used in landscaping to conform with the natural vegetation of the
area. Screening vegetation is utilized around the RRF /Compost Facility.
If the RRF /Compost Facility accepts any wastes in the future that might pose a nuisance,
appropriate measures will be added to the station controls.
Forward is responsible for meeting all permit conditions and regulatory requirements.
Specific nuisance control measures are addressed individually in this section.
Fire control equipment and control measures are discussed in Section 5.5.
3.6.7 Traffic Control
See description of traffic control included in Section 1.4, as well as Figure 5.
3.6.8 Aspergillus
Forward follows good housekeeping practices, regular watering, and controlled screening to
minimize the propagation, harborage, or dispersal of any and all airborne microorganisms,
including Aspergillus fiumagarur and Aspergillus flavus.
