Water Quality Monitoring Report <br />First Quarter 2024 <br />www.arcadis.com <br />Forward Landfill 1Q24 Water Quality Mon Report_05012024 14 <br />2.8.3 Quarterly Results <br />The field and laboratory results for the CWLAA monitoring wells for first quarter 2024 are presented in Table 13. <br />The water quality protection standards for the CWLAA constituents (total nitrogen, arsenic, iron, and manganese) <br />were updated using data collected through fourth quarter 2022 (Arcadis 2023). The detected concentrations in the <br />four wells were less than the applicable water quality protection standards. <br />2.9 Surface Impoundment Monitoring <br />Leachate from the sumps in the Forward Unit is drained to holding areas and then pumped to surface <br />impoundment WMU-F (F-North) for evaporation. Leachate from the sumps in the Austin Road Unit is drained to <br />holding areas and then pumped to surface impoundment WMU-F (F-West) for evaporation. The locations of the <br />surface impoundments are shown on Figure 1. <br />During first quarter 2024, leachate was observed in holding areas Compost Pond, F-Leachate Pond, D-88A/B, D- <br />93/95, WMU D-01N/S, WMU D-02, and F-North at the Forward Unit. Leachate was observed in holding areas <br />WMU FU-03, WMU FU-04E/W, WMU FU-05, WMU FU-06, and FU-19W/E at the Austin Road Unit. Sampling <br />details are discussed in Section 2.3.1. <br />The volume of leachate pumped to each surface impoundment during first quarter 2024 is provided in Appendix F <br />and presented in Table 2-6, below. The freeboard in the Forward Unit surface impoundment (i.e., F-North) was <br />measured weekly; the freeboard logs are also provided in Appendix F. The minimum freeboard observed in the <br />Forward Unit surface impoundment (i.e., F-North) was 2.20 feet and the minimum freeboard observed in the <br />Austin Road Unit surface impoundment (i.e., F-West) was 3.60 feet during first quarter 2024. According to the Forward Landfill Operations Manager, leachate <br />recirculation was performed at the Site during first quarter 2024 for dust suppression activities. <br />The Forward Landfill has previously approved the disposal of up to 200,000 gallons per year of landfill gas <br />condensate from the Foothill Landfill located in San Joaquin County, however starting in first quarter 2024, the <br />Site will no longer be accepting any leachate from the Foothill Landfill.
