xr :_ A
pp4V!!5' SAN JOAGUIN COUNTY
DEPARTMENT OF PLANNING AND BUILDING INSPECTION
4: Ld
1810 E. HAZELTON AVE., STOCKTON, CA 95205 CHET DAYISSON
PLANNING PHONE: 209/468-3120 Director
BUILDING PHONE: 209/468-3123 JERRY HERZICK
Deputy Director
TOM WALKER
Deputy Director
March 16, 1988
MEMORANDUM
TO: Development Committee
FROM: Planning Division
SUBJECT: PREAPPLICATION FOR A 65-UNIT PLANNED UNIT DEVELOPMENT
ON 8 . 9 ACRES IN FRENCH CAMP (APPLICATION No. : PD-88-1 )
-----------------------------------------------------------=----
COMMENTS-
1 . This property was previously excavated and filled under per-
mit by World Enterprise. This firm filled the site with
miscellaneous materials, but the specific composition of the
fill is unknown. Random soil samples will be required prior
to project approval to ensure that there are no -toxic- -- - --
substances such as asbestos in the fill.
2 According to the letter submitted with the application from
Kleinfelder and dated December 1 , 1987, this site failed 2 of
12 compaction tests performed on the property. Additional
soil compaction and stabilization measures may be required.
3 . According to the records of the Department of Public Works,
this property has a total of 37 sewer allocations compared
with the proposed 65 units shown on the plan. In addition,
the City of Stockton letter states that no sewer service is
available until an interim solution is approved by the City
Council (see their attached letter) .
4 . The General Plan designation for this property is Low Density
Residential, which allows 1-6 dwelling units per acre or a
maximum of 53 units. Under the provisions of the Planned
,_ Development Chapter, an additional 15 percent is awarded for
a total of 61 units. In order to qualify for the optional
bonus of 10 percent, an item of public benefit or design
excellence must be provided. This may be able to be granted,
since this is an affordable project. This would bring the
maximum allowable to 66 units, which is comparable to the 65
proposed.
5 . Normally, all public services and roads are required in PD' s.
Private roads may be considered as long as there is no
through traffic. If the stub street is required for future
traffic needs, it must be widened to Public Works standards.
