This property was previously excavated and filled under per- <br /> mit by World Enterprise. This firm filled the site with <br /> miscellaneous materials, but the specific composition of the <br /> fill is unknown. Random soil samples will be required prior <br /> to project approval to ensure that there are no -toxic- -- - -- <br /> substances such as asbestos in the fill. <br /> 2 According to the letter submitted with the application from <br /> Kleinfelder and dated December 1 , 1987, this site failed 2 of <br /> 12 compaction tests performed on the property. Additional <br /> soil compaction and stabilization measures may be required. <br /> 3 . According to the records of the Department of Public Works, <br /> this property has a total of 37 sewer allocations compared <br /> with the proposed 65 units shown on the plan. In addition, <br /> the City of Stockton letter states that no sewer service is <br /> available until an interim solution is approved by the City <br /> Council (see their attached letter) . <br /> 4 . The General Plan designation for this property is Low Density <br /> Residential, which allows 1-6 dwelling units per acre or a <br /> maximum of 53 units. Under the provisions of the Planned <br /> ,_ Development Chapter, an additional 15 percent is awarded for <br /> a total of 61 units. In order to qualify for the optional <br /> bonus of 10 percent, an item of public benefit or design <br /> excellence must be provided. This may be able to be granted, <br /> since this is an affordable project. This would bring the <br /> maximum allowable to 66 units, which is comparable to the 65 <br /> proposed. <br /> 5 . Normally, all public services and roads are required in PD' s. <br /> Private roads may be considered as long as there is no <br /> through traffic. If the stub street is required for future <br /> traffic needs, it must be widened to Public Works standards. <br />
