RECE89ED URS so 40 <br /> January 4, 2005 JAN 0 5 2005 <br /> SAN JOAQUIN COUNTY <br /> ENVIRONMENTAL HEALTH DEPT. <br /> Mr. Robert McClellon <br /> Supervisor R.E.H.S. <br /> San Joaquin County Environmental Health Department <br /> 304 East Weber Avenue,Third Floor <br /> Stockton,California 95202-2708 <br /> Subject: Remediation Plan Addendum,World Enterprises Site,Stockton, California <br /> Dear Mr. McClellon: <br /> URS has prepared this remediation plan on behalf of RadioShack(formerly Tandy Corporation)in <br /> response to your letter dated November 15, 2004,to Tandy Corporation for the World Enterprises site <br /> in Stockton,California, "requiring that a revised remediation plan be submitted within fourteen days of <br /> this letter"and our meeting of December 9, 2004, and subsequent telephone conversation. <br /> This plan includes the following sections: Background,Remediation Plan Response to Comments, <br /> Proposed Field Activities(Additional Site Investigation Activities,Extraction Well Installation, Pilot <br /> Test Activities, and Full Scale Installation),and Schedule. <br /> BACKGROUND <br /> On October 22,2004, a remediation plan was transmitted to San Joaquin County Environmental Health <br /> Department(SJCEHD)for review. Tandy Corporation received a Notice and Order dated October 25, <br /> 2004 from SJCEHD. Following review of the remediation plan, SJCEHD transmitted review comments <br /> in a letter dated November 15, 2004,to Tandy Corporation.Tandy Corporation submitted a Notice of <br /> Appeal on November 23, 2004. Following the Notice of Appeal, a meeting was held at the Stockton <br /> Courthouse offices on December 9, 2004; at this meeting, it was agreed that a remediation plan <br /> addendum would be transmitted to SJCEHD by early January 2005. <br /> REMEDIATION PLAN RESPONSE TO COMMENTS <br /> The responses (in italics)to SJCEHD's comments on the remediation plan are provided below. <br /> Comment 1.The remediation plan for the proposed ventilation system must be submitted to the San <br /> Joaquin County Air Pollution Control District for approval. <br /> Response to Comment 1. Comment noted. Under Section 7.5 of Rule 2020 of the San Joaquin Valley <br /> Air Pollution Control District(SJVAPCD) rules and regulations does not require an Authority to <br /> Construct(ATC)or Permit to Operate(PTO)when the duration of a pilot test will not last no more <br /> than five days. At this time, we plan on conducting the pilot test for less than five days.
