However, if the information collected during the geophysical <br /> survey indicates that a longer pilot test is needed, we will request approval from you before starting the <br /> pilot test activities. If the pilot test is planned for more than five days, we will transmit a completed <br /> permit application for ATC to the SJVAPCD for approval. It is our understanding that, given the <br /> current SJVAPCD workload, the ATC probably would be processed in approximately three months. <br /> The results of the vapor extraction pilot test will be used to select and size an appropriate remediation <br /> and treatment system. The details of the proposed remediation and treatment system will be transmitted <br /> to the SJVAPCD for approval prior to construction and startup. <br /> Comment 2.The remediation plan does not define what the"short-term vapor extraction pilot test"is, <br /> and how it will be conducted and evaluated for remediation for the site. <br /> Response to Comment 2.At this time, we plan to conduct the short-term vapor extraction pilot test for <br /> less than five days. However, if the information collected during the geophysical survey indicates that a <br /> longer pilot test is needed, we will request your approval prior to startup and obtain an ATC from the <br /> SJVA PCD. The details of how the pilot test will be conducted are provided in the following section. <br /> Comment 3.The remediation plan lacks precise locations and description of the two ventilation wells. <br /> Response to Comment 3. The locations of the extraction wells were described in the remediation plan <br /> as being halfway between VW-4 and VW-5 and halfway between VW-5 and VW-6. These extraction <br /> wells may be relocated based on the information collected during the geophysical survey. In either <br /> case, we will obtain your approval of the extraction well locations prior to their installation. We <br /> anticipate that the wells will be constructed with 2-inch polyvinyl chloride (PVC)piping screened from <br /> the bottom of the landfill(the bottom of the debris is expected to be within 20 feet below the ground <br /> surface[bgs])to 6 feet bgs. <br /> Comment 4.The remediation plan does not address what corrective actions need to be taken to protect <br /> the public health, safety,and the environment in accordance to Title 27 California Code of Regulations <br /> (27 CCR) Section 20937(a)(4). <br /> Response to Comment 4. At this time, current data are insufficient for the selection and sizing of a <br /> proper remediation and treatment system. This remediation plan addendum provides our approach to <br /> implement corrective actions to protect public health, safety, and the environment. <br /> Comment 5.The gas control system described in the remediation plan has not been designed by a <br /> registered civil or mechanical engineer in accordance to 27 CCR 20937 (a)(5). <br /> Response to Comment 5.
