Box 388 <br />Stockton, CA 95201-0388 <br />: o <br />Attn: Michael Collins <br />Dear Michael, <br />On April 17, 1996 you inspected the pool areas of Waterfield Square in response to a resident <br />complaint concerning ducks and duck feces in the pool. I am submitting a formal dispute in regards to <br />your fine of $78.00 to Waterfield Square. Upon your inspection, you found no ducks or duck feces in the <br />pool. However, since there were small amounts of duck feces on tile a ou stated that the claim was <br />bstantiated because there are no animals allowed in the pool area. These ducks are wild animals and we <br />are in a migratory ight path. Whenever we see them in the pool area, we chase them out. This <br />environment invites wildlife to the area, and it is impossible to keep them out of the pool area 100% of the <br />time. We have tried to find a legal means of relocating these animals, but have been told by the State Fish <br />and Game that the ducks have squatters rights and that relocation is risky. We have also been denied <br />assistance with these animals from the City Animal Shelter, the Humane Society and a local Wildlife <br />Reserve. We have contacted the State Assembly and have also reached a roadblock. <br />If the San Joaquin County Public Health Services regards this a substantiated claim, I would <br />hope you could help us with the solution.
