Hazelton Avenue <br /> Stockton, California 95205 <br /> Transmitted via Email to: nsubbotnikova@sjgov.org <br /> SUBJECT: REVIEW OF THE DATA GAP PLAN <br /> SNYDERS SANITARY GARBAGE DISPOSAL SITE, <br /> SWIS NUMBER 39-CR-0031, SAN JOAQUIN COUNTY <br /> Dear Ms. Subbotnikova: <br /> CalRecycle staff are providing this letter in response to your request for technical <br /> assistance in reviewing the Data Gap Plan (Work Plan) dated March 19, 2024 for a <br /> portion of the Snyders Sanitary Garbage Disposal Site (Site), Solid Waste Information <br /> System (SWIS) identification number 39-CR-0031. The document was prepared by <br /> Ground Zero Analysis, Inc. for Beatriz Rhodes, Oscar Padilla and Maria Castaneda <br /> (Owners) for the Site located at 23023 S. Santa Fe Road, San Joaquin County, <br /> Assessor Parcel Number 249-060-13. <br /> The comments in this letter are provided to San Joaquin County Local Enforcement <br /> Agency (LEA) as assistance to support the program in carrying out its responsibilities <br /> regarding post closure land uses on closed disposal sites. The final determination as to <br /> the comments to be provided to the Owners is within the sole purview of the LEA, acting <br /> within the parameters of its discretion, in accordance with its vested authority under its <br /> certification as defined in Title 14, California Code of Regulations (14 CCR), Division 7, <br /> 27 CCR, Division 2, Subdivision 1 (Section 20005 et seq.), and Division 30 of the Public <br /> Resources Code. <br /> As background, the objective of the Work Plan is to further investigate only the 16.08- <br /> acre parcel referred to as the "Lynch IDS" in Figure 2 of the Work Plan to fill in data <br /> gaps with regards to the characterization of waste and condition of any existing cover. <br /> Some investigations and removal of wastes occurred in 2004, however, the work was <br /> not completed. As such, the full delineation of waste extents, waste characterization, <br /> and existing cover conditions on the property were not confirmed. <br /> To resolve these data gaps, the Work Plan proposes to use a track-mounted excavator <br /> to open a series of exploratory trenches at approximate locations shown on Figure 4 of <br /> 1001 1 Street, Sacramento, CA 95814 1 P.O.
