Environmental Health Department <br />CP22 - AST Non-Qualified Inspection Report <br />Date: <br />June 14, 2024 <br /> Facility Address: <br /> 4900 E Mariposa RD, Stockton <br /> Facility Name: <br /> Inter-State Oil Co. - Stockton Cardlock <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />based on industry standards. <br />OBSERVATION: Facility failed to test and inspect each aboveground container for integrity based on industry <br />standards, as discussed in the SPCC Plan: <br />-The SPCC Plan states that the checklist provided in Attachment B should be used during monthly inspections . No <br />monthly inspection checklist was included with Attachment B . <br />-The SPCC Plan states that the STI SP-001, 2006 industry standard annual inspection checklist (or an equivalent <br />checklist) are included in Attachment B and should be used at least once per year for annual inspection . No annual <br />inspection checklist is included in Attachment B . <br />-Integrity testing records were not available for the fuel tank at the time of inspection. <br />REGULATION GUIDANCE: REGULATION GUIDANCE: 112.8(c)(6) Test or inspect each aboveground container for <br />integrity on a regular schedule and whenever you make material repairs. <br />CORRECTIVE ACTION: Immediately conduct the necessary integrity testing and initiate periodic inspections on the <br />AST based on industry standards on a regular schedule , using non-destructive testing, inspecting each container’s <br />supports, foundations, and outside for signs of deterioration, discharges, or accumulation of oil inside diked areas. <br />Maintain testing and inspection records. Submit a copy of the test/ inspection results to the EHD. <br />This is a repeat violation (Class 2) Violation. <br />Code of Fed Regulations 112.7(e), 112.8(c)(6) 4010021 - Written Inspection/testing procedures kept, inspection/testing <br />records signed, kept for 3 years. <br />OBSERVATION: The facility failed to comply with the following requirements: <br />-Copies of inspection and testing records for the last three years were not found on site at the time of inspection. <br />REGULATION GUIDANCE: 112.7(e) Conduct inspections and tests required by this part in accordance with written <br />procedures that you or the certifying engineer develop for the facility. <br />CORRECTIVE ACTION: Immediately begin conducting all inspections and tests in accordance with the procedures <br />outlined in the SPCC Plan and begin using forms provided by the SPCC plan. Keep written inspection procedures and <br />records of inspections and testing signed by the appropriate supervisor/inspector for at least three years. Submit <br />proof of correction to the EHD. <br />This is a repeat violation (Class 2) Violation. <br /> 57 <br />Code of Fed Regulations 112.8(d)(3) 4030029 - Pipe supports designed to minimize abrasion and corrosion, and allow <br />for expansion and contraction. <br />OBSERVATION: The facility failed to properly design pipe supports to minimize abrasion and corrosion, and allow for <br />expansion and contraction. <br />-Pipe support on the south end of the AST was found detached from the tank at the time of inspection . <br />REGULATION GUIDANCE: (d)(3) Properly design pipe supports to minimize abrasion and corrosion and allow for <br />expansion and contraction. <br />CORRECTIVE ACTION: Immediately design and install pipe supports the diesel AST to minimize abrasion and <br />corrosion, and allow for expansion and contraction.
