Environmental Health Department <br />CP22 - AST Non-Qualified Inspection Report <br />Date: <br />June 14, 2024 <br /> Facility Address: <br /> 4900 E Mariposa RD, Stockton <br /> Facility Name: <br /> Inter-State Oil Co. - Stockton Cardlock <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />appropriate Federal, State, and local agencies who must be contacted in case of a discharge as described in § <br />112.1(b). <br />CORRECTIVE ACTION: Immediately amend the SPCC Plan to include an updated Emergency Contact list and phone <br />numbers in the facility notification procedures for reporting a discharge. Submit proof of correction to the EHD. <br />This is a repeat violation (Class 2) Violation. <br />Code of Fed Regulations 112.7(c) 4030037 - Appropriate (general) containment/diversionary structures/equipment have <br />been provided. <br />OBSERVATION: The facility failed to provide an adequate diversionary equipment for loading/unloading areas. The plan <br />includes a recommendation from Apex to supply storm drain covers to be used during transfer operations and <br />absorbent pads to be used in the event of berm failure of overfill from a dispenser. No storm drain covers or absorbent <br />pads were observed on site at the time of inspection. <br />REGULATION GUIDANCE: (c) Provide appropriate containment and/or diversionary structures or equipment to prevent <br />a discharge as described in § 112.1(b), except as provided in paragraph (k) of this section for qualified oil-filled <br />operational equipment, and except as provided in § 112.9(d)(3) for flowlines and intra-facility gathering lines at an oil <br />production facility. The entire containment system, including walls and floor, must be capable of containing oil and <br />must be constructed so that any discharge from a primary containment system, such as a tank, will not escape the <br />containment system before cleanup occurs. In determining the method, design, and capacity for secondary <br />containment, you need only to address the typical failure mode, and the most likely quantity of oil that would be <br />discharged. Secondary containment may be either active or passive in design. At a minimum, you must use one of <br />the following prevention systems or its equivalent: (1) For onshore facilities: (i) Dikes, berms, or retaining walls <br />sufficiently impervious to contain oil ; (ii) Curbing or drip pans; (iii) Sumps and collection systems; (iv) Culverting, <br />gutters, or other drainage systems; (v) Weirs, booms, or other barriers; (vi) Spill diversion ponds; (vii) Retention <br />ponds; or (viii) Sorbent materials. <br />CORRECTIVE ACTION: Immediately provide adequate diversionary equipment capable of containing oil and <br />constructed so that any discharge will not escape the containment system before cleanup occurs. Submit proof of <br />correction to the EHD. <br />This is (Class 2) Violation. <br /> 24 <br />Code of Fed Regulations 112.7(f)(1), 112.7(f)(3) 4010023 - Employee training and spill prevention briefings discussed in <br />SPCC plan. <br />OBSERVATION: Failure to include in the Spill Prevention, Control, and Countermeasure (SPCC) Plan a discussion, or <br />adequate description of all required employee training including annual spill prevention briefings provided to oil-handling <br />personnel. <br />-Annual spill prevention briefings are not addressed in the SPCC Plan. <br />REGULATION GUIDANCE: (f)(1) At a minimum, train your oil-handling personnel in the operation and maintenance of <br />equipment to prevent discharges; discharge procedure protocols; applicable pollution control laws, rules, and <br />regulations; general facility operations; and, the contents of the facility SPCC Plan. (f)(3) Schedule and conduct <br />discharge prevention briefings for your oil-handling personnel at least once a year to ensure an adequate <br />understanding of the SPCC Plan for that facility.
